On the morning of March 3, at Kim Chung New Urban Area (Dong Anh District, Hanoi), the joint venture of Hanoi Housing Development and Investment Corporation (Handico) and Viglacera Corporation - JSC solemnly held the groundbreaking ceremony for CT3 project - part of the Kim Chung Social Housing Project (Dong Anh - Hanoi). The project is also called Thang Long Green City.
Attending the event, on the side of the Ministry of Construction, there were Mr. Nguyen Van Sinh - Deputy Minister of Construction and representatives of functional Departments and Offices. On the side of the Hanoi City Party Committee and Government, there were Mr. Tran Sy Thanh - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee; Mr. Duong Duc Tuan - Vice Chairman of the Hanoi People's Committee and representatives of Departments, Branches, and functional agencies of the city and Dong Anh district.
Speaking at the event, Deputy Minister of Construction Nguyen Van Sinh expressed his joy when an important project was implemented by two investors with extensive experience in developing social housing. Deputy Minister Nguyen Van Sinh also said that the presence of senior leaders of Hanoi City showed that the construction of the social housing project CT3 - Thang Long Green City demonstrated the interest of the Hanoi Party Committee and Government in developing social housing, contributing to solving the housing needs of low-income workers and industrial park workers in the capital.

In his previous speech, Vice Chairman of Hanoi People's Committee Duong Duc Tuan directed the consortium of two corporations to arrange equipment, human resources and material resources to urgently implement the construction of the project right after the groundbreaking ceremony; at the same time, continue to closely coordinate with agencies and units under the City and Dong Anh District People's Committee to implement advanced construction measures and solutions, aiming to complete the project in the beginning of the third quarter of 2026 - that is, 5 months ahead of schedule, compared to the expected progress of the fourth quarter of 2026. to promptly supplement the number of completed apartments in 2026.

The reason for such a speed-up is because - according to Mr. Duong Duc Tuan - "The completed projects will not only solve the urgent housing needs of specific policy beneficiaries but also contribute to the development and synchronous completion of the infrastructure of the Kim Chung New Urban Area. At the same time, promote the socio-economic development of the northern region of the capital".
Regarding Thang Long Green City, from the fourth quarter of 2021, the joint venture of investors has completed the investment in the construction of a social housing project at the CT4 plot to put into use from the fourth quarter of 2021. This is a 12-storey building with 484 apartments, providing accommodation for 1,527 people. Faced with the urgent goal of contributing to the creation and expansion of the social housing fund, the joint venture of two investors has determined to restart and organize the groundbreaking ceremony for the CT3 project today. On the CT3 plot, which was started today, there are 3 buildings with a total floor area of about 109,000m2. The 12-storey buildings and an attic will provide more than 1,100 apartments, providing accommodation for more than 3,900 people.

Therefore, the site clearance and relocation work along with the specific legal procedures of the social housing project have been completed in order to promptly implement the project in the first months of 2025. The Board of Members of Handico and the Board of Directors of Viglacera have approved and approved the adjustment and supplement of the Investment Project and the Contractor Selection Plan of the Project, contributing to bringing the Project to the right schedule.
