Speaking at the Conference, Chief Inspector of the Ministry of Natural Resources and Environment Le Vu Tuan Anh said that in recent times, the Ministry Inspectorate has performed well its role of advising the Minister on state management of inspection work; has gradually had effective coordination between units under the Ministry and localities; has had appropriate opinions to contribute to amending and supplementing legal regulations on natural resources and environment.

The Ministry Inspectorate always closely follows the direction and management of the Ministry's leaders in carrying out political tasks. It has developed a work program and implemented 100% of the inspection plan and examination plan; of which, it has conducted 12 planned inspections, 1 surprise inspection, 2 inspections of the implementation of inspection conclusions and supervised 6/12 inspections.

The innovation of inspection and examination methods has been implemented, including capturing and collecting information and documents to serve the development of the Ministry's annual inspection and examination plan and preparation for the deployment of inspection and examination teams. The process of capturing and collecting information and documents has been implemented regularly through work, capturing the situation at the locality, unit, capturing information through the media and people's feedback... From that careful preparation, inspections and examinations have shortened by 50% the time spent directly working at the locality, unit or at the inspection and examination site, but still ensuring effectiveness and efficiency.

The work of receiving citizens, handling complaints and denunciations is always of top concern. Specifically, the Ministry Inspectorate has advised and prepared for the Ministry's leaders to periodically and suddenly receive citizens in accordance with the law with a total of 296 visits/445 people.

Cases assigned by the Prime Minister and cases under the authority and responsibility of the Ministry have been focused on being inspected and resolved to ensure objectivity and compliance with the law. There have been many innovations in the work of handling complaints, with a focus on preparation for case verification, mediation and dissemination of legal policies so that citizens understand and voluntarily withdraw their complaints.

The information reporting work ensures the implementation of the working regulations of the Ministry and the Government Inspectorate. The Ministry Inspectorate has strictly implemented the information reporting regime with the Ministry, the Government Inspectorate and other agencies to ensure quality and timeliness as prescribed.

In 2025, the Ministry Inspectorate will continue to reorganize the apparatus and civil servants according to Plan No. 141/KH-BCDDTKNQ18 dated December 6, 2024 of the Steering Committee on Summarizing the implementation of Resolution 18-NQ/TW on the orientation of reorganizing and streamlining the Government apparatus. Regarding the direction of tasks, the unit will inspect the compliance with specialized laws on land, environmental protection, minerals, water resources, surveying and mapping, seas and islands for the People's Committees at provincial and district levels in Quang Tri and Hau Giang provinces.

Many opinions suggest that it is necessary to develop an inspection process for specific issues on the basis of specialized inspections, in order to shorten the implementation time.

The work of receiving citizens, handling petitions and resolving complaints and denunciations is carried out promptly and effectively. At the same time, focusing on handling and resolving on time the cases assigned by the National Assembly, the Prime Minister and cases under the authority and responsibility of the Minister. Continuing to inspect, review and resolve the cases of mass, complicated and prolonged complaints and denunciations of the Government Inspectorate.

Chief Inspector of the Ministry of Natural Resources and Environment Le Vu Tuan Anh also requested the units to supervise the activities of the Inspection Team; continue to monitor, urge and propose inspections of the implementation of the inspection conclusions. Complete the appraisal of the draft inspection conclusions. Continue to monitor, summarize, urge and report on the implementation of recommendations stated in the inspection conclusions of the Government Inspectorate.

"Units need to set targets and goals for 2025 by shortening the time to issue inspection conclusions and thoroughly handling cases related to their jurisdiction," Mr. Tuan Anh said at the conference.

At the Conference, representatives of the Inspectorate's departments focused on discussing the advantages, difficulties, and obstacles in the process of performing inspection tasks, receiving citizens, and resolving complaints, thereby proposing solutions to remove obstacles to effectively perform assigned tasks in 2025 and the following years.

Speaking at the Conference, Deputy Minister Nguyen Thi Phuong Hoa highly appreciated the results and achievements that the Ministry Inspectorate has achieved in 2024. Along with the specific results in the report, this is also shown through the highly constructive comments at the Conference, going into the content of the work to improve work efficiency in 2025.

The Deputy Minister requested the leaders of the Ministry Inspectorate to continue researching directions for handling difficulties and problems, and affirmed that inspection and examination work is very important. In addition to assessing the implementation of legal documents, inspection and examination also help reflect whether the documents are appropriate or not and what points in the legal system need to be further improved.

In 2025, Deputy Minister Nguyen Thi Phuong Hoa requested the Ministry Inspectorate to focus on drafting legal documents, closely coordinating with other units in the Ministry to implement and ensure the progress of assigned documents. In order for the inspection and examination of natural resources and environment to be carried out synchronously, the Ministry Inspectorate plays a very important role, both doing its job well and reminding other units in the Ministry to do the same.

The most important thing next year is the merger of the Inspectorate of the two Ministries of Natural Resources and Environment and Agriculture and Rural Development. Deputy Minister Nguyen Thi Phuong Hoa suggested that the Ministry Inspectorate coordinate with the Ministry of Agriculture and Rural Development Inspectorate to review and agree on the plan for arranging departments and personnel. Any problems need to be reported to the Ministry's leaders for resolution. Proactively completing this work early will help ensure the progress of implementing the unit's goals and tasks in 2025.
