At the 39th Session, the National Assembly Standing Committee considered and decided on the arrangement of district and commune-level administrative units for the 2023-2025 period of 12 provinces and cities.

On the morning of November 14, the National Assembly Standing Committee opened its 39th session.
In his opening speech, National Assembly Chairman Tran Thanh Man said the meeting will take place on November 14-15, with a reserve date of November 19. This is a very important meeting, with many contents being discussed. The Standing Committee will give opinions on the acceptance and explanation of the laws discussed by the National Assembly, and the laws that will be passed at the 8th Session of the 15th National Assembly.
Timely remove bottlenecks and free up resources
The 8th session has passed 2/3 of its time. The session is taking place according to requirements: innovation, timely removal of difficulties, obstacles, bottlenecks, unblocking of resources, and high concentration on socio-economic development.
This session, the General Secretary attended and delivered a speech at the opening session. The National Assembly Chairman delivered an opening speech.
Document No. 15 of the National Assembly Chairman on innovation in law making received high consensus from National Assembly deputies.
In the comments of the delegates, the spirit of the law was expressed, only regulating issues under the authority of the National Assembly, not legalizing the contents of circulars and decrees; strengthening decentralization, strongly delegating power, cutting and simplifying administrative procedures.
Create favorable conditions, delegate proactive and flexible authority to the Government in the process of organizing law implementation, associated with law making and enforcement, to achieve the best results in the coming time.

At each session, the Prime Minister will preside over the implementation of laws and resolutions immediately after the session closes. Therefore, the draft laws have significantly reduced provisions.
The National Assembly Chairman cited the draft Law on Public Investment with 9 fewer articles, the Law on Employment with 36 fewer articles, and the Law on Teachers with 21 fewer articles.
During the 8th Session, a number of laws and resolutions received great attention from businesses, voters and people, such as the Law on Trade Unions (amended), the Law on amending and supplementing a number of articles of the Law on Health Insurance, the Law on amending and supplementing a number of articles of the Law on Pharmacy, the Law on Value Added Tax (amended), etc.
Believing that the atmosphere of the parliamentary discussion during the recent period was “lively, democratic, frank, profound, and timely, objectively, and comprehensively reflecting practical issues,” the National Assembly Chairman also informed that the question and answer session took place over two days with 136 questions, 18 debates, and 80 delegates registered but were not allowed to speak when the time ran out.
At the end of the first session, the National Assembly passed a Resolution on personnel work, three resolutions on the 2025 state budget estimate, the 2025 central budget allocation plan, and the 2025 socio-economic development plan; gave opinions on 19/22 draft laws and draft resolutions on legal norms expected to be submitted to the National Assembly for approval at the second session of this session.
“The voting to pass the contents, the percentage of delegates present was almost absolutely unanimous, this is an initial success. National Assembly delegates are very interested in the issues presented by the Government, the issues that the National Assembly and the National Assembly Standing Committee gave opinions on,” said the National Assembly Chairman.

According to the National Assembly Chairman, the first session of the session achieved many important results, the contents were carefully prepared and highly appreciated by National Assembly delegates.
“I sincerely thank the comrades in the National Assembly Standing Committee, the Committees, and the service departments of the National Assembly Office, who have worked day and night, even on Saturdays and Sundays, to prepare documents and content, in a spirit of active and urgent work. You have happily accepted your tasks with the highest responsibility, this is a new spirit in the 8th Session. Especially the Vice Chairmen in charge of the blocs, you have actively worked with the Ethnic Council, the Committees, and the Government to give directions,” National Assembly Chairman Tran Thanh Man noted.
Ensure streamlined, effective and efficient management
At the 39th Session, the National Assembly Standing Committee will review and comment on 9 draft laws, including: Law on Value Added Tax (amended); Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; Law on Electricity (amended); Law on Public Investment (amended); Law on amending and supplementing a number of articles of the Law on Health Insurance; Law on Notarization (amended); Law on Geology and Minerals; Law on Data; Law on amending and supplementing a number of articles of 7 Laws.
The National Assembly Standing Committee also decided on personnel work in the second session of the Session; reviewed 5/6 draft resolutions to implement the Law on Organization of People's Courts in 2024; reviewed and decided on the arrangement of district- and commune-level administrative units in the 2023-2025 period of 12 provinces and cities (An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc).
In addition to the above contents, other projects and drafts submitted to the National Assembly for approval in the second round but with no more different opinions will be commented on in writing by the National Assembly Standing Committee.
In addition, since the agencies are currently in the process of receiving and revising draft laws and resolutions, if there are complicated issues and many different opinions, then based on the request of the agency in charge of the review, the National Assembly Standing Committee can arrange to review these contents in the spare time on the morning of Tuesday, November 19.

Promoting the spirit, high responsibility, and efficiency in the direction, management, consulting, and service work of the first session of the recent session, the National Assembly Chairman requested that the National Assembly agencies in charge of the content continue to closely coordinate with the Government agencies, promptly report to the Vice Chairman of the National Assembly in charge to state the really necessary contents and issues requiring opinions so that the National Assembly Standing Committee can focus on discussing.
Some contents can be approved at the 8th Session according to the procedure at a session if qualified such as: Data Law; Electricity Law (amended); Public Investment Law (amended)... Therefore, the National Assembly Chairman noted that the agencies in charge of the content must clearly express their views on whether they are qualified to submit to the National Assembly for approval in the second session or not, as a basis for the National Assembly Standing Committee to consider and review.
“Issues that are ripe, clear, and have been proven by practical experience will be approved; we are not perfectionists. Issues that are not ripe, clear, or have not been proven by practical experience must be left for consideration. There has not been a single session that has gone smoothly, and the competent authorities have given their opinions on issues that the Party Delegation of the National Assembly has asked for their opinions. The General Secretary has repeatedly reminded in meetings that it is necessary to promptly remove current difficulties, obstacles, and bottlenecks that hinder socio-economic development. The Party has a resolution, the National Assembly must institutionalize and concretize it so that the Government can direct and operate smoothly,” the National Assembly Chairman emphasized.
He said that in the coming time, the streamlining of the apparatus and the arrangement of central administrative units must be exemplary, followed by the localities. Today, the National Assembly Standing Committee gave its opinion on the arrangement of administrative units to ensure streamlining, effectiveness and efficiency in management, direction and operation.
Emphasizing that the contents are very urgent and need to be urgently completed and edited to submit to the National Assembly at the second session of the session, National Assembly Chairman Tran Thanh Man requested the National Assembly Office and the Deputy Secretary General of the National Assembly to urgently prepare and have enough members for the meeting to make quick and concise decisions.
