Promoting solidarity and creating consensus among cadres, party members and people

This afternoon, June 13, the Party Committee of Tien Son commune (Tien Phuoc) held a conference related to the work of arranging administrative units (ADUs) with the participation of nearly 90 delegates who are leaders of the commune from different periods and military and civil officials of 6/6 villages in the commune.

Temporarily use both Tien Son and Tien Cam commune headquarters

After organizing a voter consultation on June 2, Tien Son commune only achieved 9.83% of voters agreeing with the Project of merging communes in the district for the period 2023 - 2025; 2,230 voters disagreed (accounting for 88.42%).

According to the Government's resolution, in case the results of the voter consultation do not reach over 50% consensus, the Provincial People's Committee shall direct the relevant District and Commune People's Committees to strengthen propaganda and mobilize voters and, based on the practical situation, organize a second voter consultation.

In order to create consensus among voters on the Commune Merger Project in the second round of voter consultation, the Tien Son Commune Party Committee organized a meeting to continue informing and propagating to create consensus among cadres, Party members and military and civilians on the commune merger plan.

In particular, convey the directives and consensus of the Provincial Steering Committee on the arrangement of administrative units on the location of the new commune's office after the merger. Accordingly, the new commune's office will temporarily use both the current headquarters of Tien Son and Tien Cam communes.

Opinions expressed at the conference analyzed and clarified the limitations and shortcomings in the process of implementing the policy of arranging administrative units in Tien Son commune.

Mr. Dang Tan Minh - former Secretary of the Tien Son Commune Party Committee said that the unsuccessful organization was due to the fact that the implementation process of the district and commune did not ensure procedures, scientific and practical nature; and did not promptly grasp and listen to the thoughts and feelings of party members and people.

Some other opinions suggested clarifying the option of choosing the office headquarters in the draft Project on Merging Public Service Units. This content needs to have a basis and clear commitment to propagate, mobilize, and explain to voters to understand clearly...

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung - Head of the Provincial Steering Committee for the arrangement of administrative units answered and clearly informed about the issue that many people were interested in regarding the plan for the new commune's office after the merger.

Accordingly, the Provincial Steering Committee for the arrangement of administrative units agreed to temporarily work in two places in the first period. The reason for placing them in two places is to facilitate people in handling administrative procedures.

When entering the commune, the number of cadres, civil servants, and non-professional workers is large, so it is impossible to work in one place. Third, the newly built Tien Cam commune headquarters must be maintained for work to avoid wasting assets.

As for assigning who works where, it is up to the collective leadership of the commune to agree and assign.

Comrade Le Van Dung also said that the Provincial Steering Committee agreed on the policy of studying and re-planning the location of the new Tien Son commune center to suit the terrain and the expectations of cadres, party members and people.

Carry out the responsibilities of cadres and party members

To ensure the consistency of the above policies, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung suggested that the Party Congress of Tien Son commune and Tien Phuoc district clearly define them in the resolution. When included in the resolution, all cadres and party members must be responsible for implementing them.

The Provincial Steering Committee for the Arrangement of Administrative Units will issue a notice of conclusion on this content to send to districts and communes. I suggest that you use it as a basis for propaganda work among the people.

Standing Deputy Secretary of the Provincial Party Committee Le Van Dung requested the collective Party Committee of Tien Son commune to focus on leading the successful organization of the second round of voting, scheduled to take place on June 19. To do so, cadres and party members must set an example, take the lead in policies to propagate and mobilize the people.

"Everything that needs to be accomplished must be under the comprehensive leadership of the Party in all aspects; I suggest that Tien Son cadres and party members understand that viewpoint to become the core leaders among the entire population. The 119 party members of the commune must set an example and take the lead to fulfill their responsibilities" - Comrade Le Van Dung emphasized.

Comrade Le Van Dung also asked Tien Son cadres and party members to promote the tradition of the land that is the cradle of revolution; strive to maintain solidarity among cadres, party members and people of Tien Son and Tien Cam...

Regarding the recommendations related to investment in construction of works and infrastructure, comrade Le Van Dung said that the policy is to only stop the construction of administrative headquarters, but not to stop the construction of schools, medical stations, cemeteries, etc. Regarding Tien Son Martyrs Cemetery, there is currently a policy to invest and repair with a budget of more than 1.1 billion VND and build a ceremony ground with a budget of more than 326 million VND.
