The approval of the policy of rearranging commune-level administrative units by the People's Council of Hiep Duc district is considered the final step, completing the procedures and processes for merging under the responsibility of the district level.
According to the resolution approved by 100% of the delegates of Hiep Duc District People's Council, Hiep Duc District will merge the entire 30.75km2 of natural area and population of 2,018 people of Hiep Thuan Commune and the entire 60.53km2 of natural area and population of 2,402 people of Hiep Hoa Commune to establish Que Tan Commune - returning to the old administrative unit (on September 22, 1989, the Council of Ministers issued Decision No. 146 to establish Hiep Hoa Commune and Hiep Thuan Commune on the basis of separating Que Tan Commune).
After its establishment, Que Tan commune had a natural area of 91.28 km2 and a population of 4,420 people. Its geographical location borders Tan Binh town, Que Tho commune, Song Tra commune (Hiep Duc district); Phuoc Hiep commune (Phuoc Son district); Que Lam, Ninh Phuoc, Que Loc communes (Nong Son district).
After the arrangement of commune-level administrative units, Hiep Duc district has 10 commune-level administrative units, including 9 communes and 1 town. Previously, Hiep Hoa and Hiep Thuan communes had done a good job of collecting voters' opinions and organizing People's Council meetings in each locality to approve the policy of arranging commune-level administrative units.

According to the People's Committee of Hiep Duc district, in the communes where arrangements are made, the information and propaganda work on collecting voters' opinions is carried out by the Party Committee and the People's Committee of the commune in a public, democratic and legal manner in various forms such as through meetings and conferences organized by the Party Committee, the People's Committee of the commune, grassroots Party cells, or village activities. The consultation of voters on the content of the Project on arranging administrative units at the commune level for the period 2023 - 2025 in Hiep Thuan and Hiep Hoa was carried out from May 3-14, 2024. As a result, 2,649/2,905 voters of the two communes agreed with the content of the project, reaching a rate of 91.19%.
Based on the results of the voter consultation, the People's Committees of Hiep Thuan and Hiep Hoa communes submitted the meeting of the People's Councils at the same level on May 17 and 18, and 100% of the People's Council delegates of the two communes voted unanimously to approve the establishment of Que Tan commune on the basis of merging the entire natural area and population size of Hiep Hoa and Hiep Thuan. After the establishment, the new administrative unit will temporarily use the headquarters of the old Hiep Hoa commune for work.
Resolve voters' legitimate petitions
Mr. Nguyen Van Tinh - Secretary of the District Party Committee, Chairman of the People's Council of Hiep Duc district said that Hiep Hoa and Hiep Thuan are adjacent administrative units, have similar natural conditions, socio-economic development situation, and share the same local cultural and historical traditions.

Merging the entire natural area and population size of Hiep Thuan and Hiep Hoa communes, the new public administrative unit area standard reaches 182.56% in area and 88.4% in population.

It will contribute to reducing the size of public administrative units, streamlining the apparatus, reducing staff, improving the effectiveness and efficiency of the political system, investment efficiency, and socio-economic development...
The Project on reorganizing the district's commune-level administrative units also sets out a plan and roadmap for reorganizing the apparatus, cadres, civil servants, public employees, and workers; orientations and solutions for stabilizing and developing the district's newly formed commune-level administrative units after the reorganization.
According to the survey, the total number of cadres, civil servants and part-time workers in Hiep Thuan and Hiep Hoa communes is currently 60. It is expected that after the reorganization, there will be a surplus of 16 cadres, civil servants and 12 part-time workers.
Secretary of the District Party Committee Nguyen Van Tinh requested the District People's Committee and the Steering Committee for the arrangement of administrative units at the commune level of the district to promptly implement the Resolution passed by the District People's Council; promptly complete the necessary documents and legal procedures to submit to the province for consideration and decision.
At the same time, continue to organize the implementation of tasks according to plan, especially considering and resolving voters' legitimate proposals and recommendations; perfecting the organizational structure, arranging the staff, civil servants, public employees and non-professional workers.
