By 2030, strive to attract 50 - 55% of junior high school and high school graduates into the vocational education system.
(Haiphong.gov.vn) - On May 13, 2024, the Standing Committee of the City Party Committee issued Resolution No. 14-NQ/TU on innovation and improvement of the quality of vocational education in Hai Phong city by 2030, with a vision to 2045.
The Resolution aims to continue to innovate, ensure the scale and structure of occupations, create a strong change in the quality and effectiveness of vocational education in the city, vocational training associated with the needs of the labor market, employment and socio-economic development requirements of the city; create a breakthrough in human resource development, especially high-quality vocational workers; proactively participate in the international labor market; focus on training skills and foreign languages for workers to meet the requirements of promoting industrialization, modernization and international integration of the city.
In particular, the specific goal by 2030 is to strive to attract 50-55% of junior high school and high school graduates in Hai Phong city to the vocational education system; attract 2,200-2,500 junior high school and high school graduates from other provinces and cities to the vocational education system of Hai Phong city; enroll and train 12,000 intermediate and college students; the proportion of women reaches over 40% of the total new enrollment target; retraining and regular training for about 50% of the workforce; the proportion of disabled workers with working capacity who receive appropriate vocational training reaches 40%; 100% of teachers meet standards; 90% of managers are trained and fostered to improve modern management and administration skills.
In addition, at least 70% of vocational training institutions and 100% of training programs in key occupations meet quality accreditation standards; about 90% of training occupations are built and updated with output standards according to the Vietnam National Qualifications Framework; there are at least 5 high-quality schools, including 2 colleges in Hai Phong city; there are about 80 key occupations, including 2-3 key occupations with outstanding competitiveness in ASEAN-4 countries; there are 3-5 occupations approaching the level of developed countries in the G20 group...
The resolution determines that by 2045, the city's vocational education will meet the demand for highly skilled human resources, becoming a leading locality in vocational education development in the country and in the ASEAN region, catching up with the advanced level of the world, and having outstanding competitiveness in a number of training fields, industries, and occupations.
To achieve these goals, the Standing Committee of the City Party Committee requires strengthening the leadership and direction of Party committees and authorities at all levels, the participation of the entire political system; promoting the role of the Vietnam Fatherland Front and socio-political organizations of the city; improving the effectiveness and efficiency of state management of vocational education. At the same time, implementing solutions to develop and improve the quality of teachers, artisans, experts, vocational trainers and vocational education managers of the city; accelerating digital transformation, standardizing conditions to ensure quality in vocational education activities; promoting close linkages between vocational education and businesses and the labor market; increasing resources and efficiency of resource investment in vocational education; proactively and effectively improving international integration in vocational education.
