Decentralization to district level to manage and implement national target programs

Continuing the 5th Extraordinary Session, this morning, January 16, the National Assembly discussed in Groups the draft Resolution on a number of specific mechanisms and policies to implement national target programs. The National Assembly Delegation of Binh Thuan province participated in the discussion in Group 15.

At the discussion session, the opinions of the National Assembly deputies expressed high consensus on the issuance of the Resolution as well as the name of this Resolution.

Commenting on the specific content in Article 4, Clause 5 on management and use of assets formed from production development support projects, delegate Bo Thi Xuan Linh proposed implementing the first option according to the explanation in the appraisal report of the Ethnic Council.

In Clause 7 regarding the pilot mechanism of decentralization to the district level in managing and organizing the implementation of national target programs, delegate Bo Thi Xuan Linh proposed implementing the second option for the period 2024 - 2025. This is a feasible option, which will ensure thorough decentralization for the district level to be proactive and flexible in operating, managing, and implementing national programs and targets, and create a proactive mechanism for localities.

In addition, delegate Bo Thi Xuan Linh also proposed to supplement the content that has been implemented in Resolution 108 of the National Assembly dated November 23, 2023 on thematic supervision of the implementation of the National Assembly's resolutions on national target programs on new rural construction in the period of 2021 - 2025; sustainable poverty reduction in 2021 - 2025; socio-economic development tasks in ethnic minority mountainous areas in the period of 2021 - 2030 assigned in the resolution. Delegate Bo Thi Xuan Linh also suggested that in 2024, it is necessary to add a clause "Finishly handle a number of local recommendations related to the implementation of the conclusions of the State Audit Team in the process of implementing the national target program".

Participating in the discussion, delegate Nguyen Huu Thong expressed his concern about the content at point b, clause 3, article 4 which stipulates: "In the case where the People's Council at the provincial level has issued regulations on procedures, criteria, and sample dossiers for selecting production development projects under national target programs from the People's Committee at the provincial level, it is decided to amend, supplement, prescribe and report to the People's Council at the same level at the nearest session". Explaining, delegate Nguyen Huu Thong said that the content is shortened but compared with the law on promulgation of legal documents in clause 1, article 12, amended in 2022, it is not guaranteed. Therefore, to shorten the time, delegate Nguyen Huu Thong suggested that it should be allowed to amend in the form of submitting to the Provincial People's Council in a shortened form or if any content is amended, the Provincial People's Committee should report to the Standing Committee of the Provincial People's Council for a unified document, then the Provincial People's Committee will implement it, which will be more appropriate.

At point b, clause 4, article 4, delegate Nguyen Huu Thong proposed to remove the content: "Assign the People's Committee at the commune level to determine the market price of goods in cases of payment according to market price". According to the delegate, cadres at the grassroots level are very busy and have to take on many tasks. If the responsibility of determining the market price of goods is assigned to the People's Committee at the commune level, it is not appropriate.
