Participating in giving comments on the Resolution on Investment Policy for the National Target Program on Drug Prevention and Control to 2030, National Assembly delegate of Binh Thuan province Bo Thi Xuan Linh highly agreed with the necessity of building and a specific mechanism to implement this program.

National Assembly delegate of Binh Thuan province Bo Thi Xuan Linh gave her opinion this afternoon, November 8.

Specifically, delegate Bo Thi Xuan Linh cited data showing that the number of drug addicts and illegal drug users is still very high at 223,715 people (accounting for 0.23% of the country's population), occurring in all groups (young people, teenagers, working-age adults, unstable jobs, students, etc.), ages, remote areas, and ethnic minority areas.

Delegates expressed their high consensus on the development of the National Target Program on Drug Prevention and Control until 2030 to concretize the Resolution of the 13th National Party Congress; Directives, Resolutions, Conclusions of the Politburo and Directives of the Secretariat on drug prevention and control and related fields, as well as current legal provisions.

Delegate Bo Thi Xuan Linh also suggested that the Government and ministries and branches, when assigned to issue guiding documents, should clearly demonstrate specificity and simplicity, avoiding contradictions, overlaps and duplications.

Regarding the general and specific goals of the program, through social practice, delegate Bo Thi Xuan Linh expressed concerns about the feasibility and urgency of some proposed goals and targets stated in the draft Resolution. In order to achieve 100 of these targets, delegate Linh suggested that it is necessary to continue to pay more attention and invest more fully in weapons, support tools, and modern technical means for specialized officers and soldiers doing this work to meet the requirements of the task of preventing and combating drug crimes, which are becoming increasingly complex and sophisticated in the new situation.

Accordingly, delegate Bo Thi Xuan Linh proposed to increase the target at Point c, Clause 1, Article 1 from 80% to 100%, specifically: “100% of officers and soldiers of the specialized force for preventing and combating drug-related crimes belonging to the People's Public Security, Coast Guard, and Customs are trained and provided with specialized professional training in related fields to meet the requirements and assigned tasks. 100% of units and officers and soldiers of the specialized force for preventing and combating drug-related crimes belonging to the Border Guard and Coast Guard are equipped with weapons, support tools, and modern technical means to meet the requirements of the task of preventing and combating drug-related crimes.”.

In addition, regarding the regulation on assigning the People's Council and the People's Committee at the provincial level to deploy and perform tasks (Article 3), delegate Bo Thi Xuan Linh also proposed to clearly define the responsibilities of the People's Council at the provincial level and the People's Committee at the provincial level in deploying and performing assigned tasks, avoiding overlap between Clause 4, Article 1 and Clause 1, Article 3.

Also giving comments on the Resolution on Investment Policy for the National Target Program on Drug Prevention and Control to 2030, delegate Dang Hong Sy said that through contact with voters, voters want the government to increase investment in concentrated drug rehabilitation areas because the effectiveness of drug rehabilitation in the community is still low. Therefore, it is necessary to supplement the content on investment in concentrated drug rehabilitation areas, along with vocational training, job referrals, and increased creation of conditions for drug addicts to reintegrate into the community in the future.
