Chairing the Questioning Session, National Assembly Chairman Tran Thanh Man said that the third group of questions in the field of information and communications will be answered by Minister of Information and Communications Nguyen Manh Hung. The Minister of Information and Communications has submitted a 23-page report detailing the contents related to the questioning. The content focuses on the following 3 issues: Solutions to improve the quality of press activities in the current period of social media explosion, especially the role of revolutionary press in promoting socio-economic development. Management of advertising activities in the press and online environment. Investment, development and improvement of the quality of telecommunications infrastructure, especially in remote areas, remote areas, and ethnic minority areas.
During the Questioning Session, when necessary, the National Assembly Chairman will invite the Ministers of the Ministries of Planning and Investment, Finance, Agriculture and Rural Development, Culture, Sports and Tourism, Science and Technology, and Public Security; Chairman of the Ethnic Committee and Deputy Prime Minister Ho Duc Phoc to report and explain further related issues that National Assembly Deputies are interested in.
Presenting a report to the National Assembly, Minister of Information and Communications Nguyen Manh Hung said that the telecommunications sector is entering the second phase of innovation. General Secretary To Lam emphasized that digital infrastructure is a strategic infrastructure that must be invested in first to serve national digital transformation, develop the digital economy and digital society. In recent times, the Ministry of Information and Communications has proposed to issue strategic research and plans, clearly defining the contents and development requirements for national digital infrastructure, paying special attention to the content of universalizing and improving the quality of digital infrastructure in remote areas, remote areas, and ethnic minority areas.

Clarifying responsibility for the existence of advertising activities on the network environment
Participating in questioning the Minister of Information and Communications, Delegate Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of Binh Thuan province requested to clarify the responsibility for the existing problems of advertising activities on the network environment.
Raising the question, delegate Nguyen Huu Thong said that Report No. 202 of the Ministry of Information and Communications identified one of the causes of the existing problems and limitations with advertising activities on the network environment as the responsibility of some ministries and branches for not adding the responsibility to manage specialized advertising content on the network space. The delegate asked the Minister to specifically inform which ministries and branches these are and the responsibility of the Minister and the Government to overcome the above problems and limitations in the coming time?
Responding to the question of delegate Nguyen Huu Thong, the Minister of Information and Communications stated that cyberspace is no different from real space, if real space has ministries, branches, and localities, then cyberspace also has ministries, branches, and localities... The Minister emphasized the need to increase awareness of this, which has changed significantly recently. Notably, the two contents that National Assembly delegates discussed the most in recent days were advertising functional foods, advertising drugs, and counterfeit goods. Since then, many cases of advertising violations in the online environment have been discovered and handled.
According to the Minister of Information and Communications, if it is necessary to verify identities or prevent false advertisements on social networking sites, ministries, branches and localities will coordinate with the Ministry of Information and Communications to identify, scan and prevent. Recently, the Government issued a decree on the management, provision and use of the Internet and online information. The decree clearly states that only accounts authenticated by phone number or personal identification number are allowed to operate, including posting information and sharing information on social networks. Through this decree, the responsibility of social network users will be greatly increased...
It is necessary to consider the network environment as the main management front to manage one's field, and the Ministry of Information and Communications will support the scanning tool; at the same time, it will organize human resource training for ministries, branches, and localities if needed.
