NTO - Emulation movement to win in the armed forces of Phan Rang City

With specific, appropriate and practical content, the emulation movement "Determination to Win" (TĐQT) for the period 2019-2024 of the armed forces of Phan Rang - Thap Cham city has created new momentum for officers and soldiers to overcome difficulties and compete to excellently complete all assigned tasks.

In order to organize the TĐQT movement well, every year, on the basis of resolutions, directives and orders of the Party Committee of the Provincial Military Command (CHQS) on local defense and military tasks and the emulation and reward work plan of the Provincial Military Command, the Party Committee - City Military Command has done a good job of advising the City Party Committee and the City People's Committee to deploy the TĐQT movement towards successfully implementing the central political tasks and closely linking with the local patriotic emulation movement and emulation movements, campaigns of all levels and sectors. Emulating good training, high combat readiness, building discipline, training and discipline; building a team of cadres and soldiers with strong political will, high determination, ready to receive and complete all tasks well. From the emulation contents launched, agencies and units in the city's armed forces have focused on and made efforts to successfully implement the policy of "One concentration, three breakthroughs" with a focus on organizing well the work of disseminating and implementing resolutions, plans and orders for training, drills and combat readiness; The leadership unites, overcomes difficulties, focuses on improving the quality of training each year to be higher than the previous year, going deep and solid. Thanks to that, the test results of officers and professional soldiers are 100% satisfactory, of which more than 75% are good and excellent; the militia and self-defense force (DQTV), reserve soldiers are 100% satisfactory, of which 75% are good and excellent.

The emulation movement to promote initiatives, improve teaching aid models, and enhance solutions in political education and military training has been closely led and directed by Party committees and commanders at all levels in the city's military. As a result, from 2019 to present, the city has had 67 initiatives to improve teaching aid models that have won awards at the city, provincial and military region levels. The initiatives and solutions have been applied to training practices, combat readiness and other areas of work with practical results.

Party committees and commanders at all levels in the city's armed forces have also performed well their advisory functions, effectively implementing projects, focusing on the "Project on building forces, training, operations and ensuring regimes and policies for the local militia and self-defense forces, period 2021-2025"; focusing on building the reserve militia and self-defense forces to always ensure the quantity and quality are increasingly improved, well meeting the requirements and assigned tasks; effectively implementing education and training on national defense and security knowledge for the subjects; promptly resolving the shortage of reserve officers and military cadres of wards and communes, contributing to building and enhancing the overall strength in performing national defense and military tasks in the locality. Up to now, the whole city has 16/16 military party cells of wards and communes with 100% of party cells (an increase of 6.25% compared to the period 2013-2018); 100% of the ward and commune military command chiefs are party members; the percentage of party members in the militia and self-defense forces is 26.81% and the percentage of party members in reserve officers is 9.03%.

Closely combining the TĐQT movement with the local patriotic emulation movement and campaigns and movements of all levels and sectors, the city's armed forces have actively participated in the movements "The Army joins hands for the poor - Leaving no one behind", "The Army joins hands to build new rural areas and civilized urban areas"... Agencies and units in the city's armed forces have taken 1,259 kg of rice from the "Rice jar for the poor" to help the people; mobilized 350 officers and soldiers with thousands of working days to repair houses, dredge canals, build flower roads, harvest production; visited and presented more than 400 gifts to poor households and policy beneficiaries worth more than 170 million VND... The city People's Committee also directed the city's armed forces to make breakthroughs in the contents of the new rural and civilized urban criteria associated with the nature, tasks and strengths of the armed forces. In the implementation organization, there are many innovations in content, form, and operational measures, promoting the strengths, expertise, and conditions of each unit, creating a combined strength of the forces and the entire political system participating in the implementation. Up to now, the whole city has 12/15 wards meeting urban civilization standards and 1/1 commune recognized as meeting advanced new rural standards.

Thanks to the effective implementation of the contents of the TDQT movement, over the past 5 years, 226 collectives and 527 individuals of the city's military have been awarded flags, certificates of merit, and the title of Determined to Win Unit in performing local defense and military tasks, building a comprehensively strong unit "Exemplary model", in selecting and calling citizens to join the army and the annual TDQT movement.
