In 1978, Hanoi's administrative boundaries were expanded by merging Ba Vi, Phuc Tho, Thach That, Dan Phuong, Hoai Duc districts, Son Tay town of Ha Son Binh province (old); Me Linh district and Soc Son district of Vinh Phuc province.
After considering that Hanoi's boundaries were unreasonable, the suburban area was too large with an area 49 times larger than the inner city, and a population twice that of the inner city, in 1991, the National Assembly passed a resolution to adjust Hanoi's boundaries. Me Linh district was transferred back to Vinh Phuc province, Son Tay town and Hoai Duc, Phuc Tho, Dan Phuong, Ba Vi, and Thach That districts were transferred to Ha Tay province.
By 2008, Hanoi was adjusted to expand. The entire Ha Tay province, Me Linh district (Vinh Phuc) and 4 communes of Luong Son district (Hoa Binh) were transferred to Hanoi.
