Implementing the direction of the Provincial People's Committee on eliminating "3 no" fishing vessels in the area, since the beginning of the year, localities with fishing fleets have strengthened control as well as accelerated the completion of mandatory procedures for fishing vessels to go offshore to ensure regulations. At the same time, from now until the end of the year, the whole province will organize a simultaneous campaign in coastal localities to strictly handle fishing vessel owners who are lazy and do not ensure regulations on procedures.
Quang Yen Town is the locality with the largest number of fishing vessels in the province with 2,300 vessels operating in the sea areas of the province, of which fishing vessels with a length of 6 to less than 12m under the management of the locality are 1,097 vessels. According to Notice No. 107/TB-UBND dated June 27, 2024 of the Provincial People's Committee on the announcement of the list of fishing vessels with the longest length of less than 6m and not officially registered in the province, Quang Yen Town has 102 "3 no" fishing vessels. These are all fishing vessels that are not registered, not inspected, and do not have a fishing license but still deliberately exploit at sea.
To carry out this work, the specialized departments of Quang Yen Town have informed the communes and wards with "3 no" fishing boats and up to now, these boat owners have come to the Public Administration Center to register the required administrative procedures to complete the paperwork according to regulations.
Mr. Le Van Thanh, Zone 5, Ha An Ward said: I have a fishing boat with a length of less than 11m. Since the beginning of operation, the operating procedures and documents have not been complete but I still go to sea. When I returned to my locality, I was informed by the Ward People's Committee and the Town Economic Department. I went to the ward to make a confirmation of ownership of the fishing boat; then the Economic Department established a technical inspection team for the fishing boat to determine the technical condition of the fishing boat. I also went to the Quang Yen - Uong Bi Tax Department to determine the personal tax code to make a tax declaration. Then I went to the Quang Yen Town Public Administration Center to submit the registration and inspection papers to go into operation.
Of the total 1,097 fishing vessels under the management authority of Quang Yen Town, 992 fishing vessels have been registered. The number of vessels that have been granted fishing licenses is 479/992 vessels, reaching 48.3%. The number of "3 no" fishing vessels of the town according to Notice No. 107/TB-UBND dated June 27, 2024 of the Provincial People's Committee on the announcement of the list of fishing vessels with the largest length of less than 6m and not officially registered in Quang Ninh province is 102 vessels. However, through local review, there are currently 61 "3 no" fishing vessels of Quang Yen that are not operating, some fishing vessels have been sold to other provinces, so the actual number of fishing vessels that need to complete the procedures to convert from "3 no" fishing vessels to official fishing vessels is 41.
Up to now, based on Circular 06/TT-BNN&PTNT dated May 6, 2024 of the Ministry of Agriculture and Rural Development and Notice No. 107/TB-UBND dated June 27, 2024 of the Provincial People's Committee on the announcement of the list of fishing vessels with the largest length of less than 6m and not yet officially registered in Quang Ninh province, with the support of the Department of Agriculture and Rural Development and the specialized agencies of Quang Yen town, the number of "3 no" fishing vessels that have completed the registration procedures to officially switch to fishing vessels has reached 90%. Regarding the procedures for granting new fishing licenses and extending fishing licenses for fishing vessels under the management authority of the locality, the town strives to reach 100% in 2024.
According to the synthesis from the Quang Ninh Fisheries Department, the whole province has 1,489 fishing vessels that are not registered, not inspected, and do not have fishing licenses. Up to now, after the peak period of supporting fishing vessel owners to complete procedures, the whole province has 5 localities that have completely handled no more "3 no" fishing vessels, including Hai Ha, Dam Ha, Tien Yen, Cam Pha, and Uong Bi. The total number of "3 no" fishing vessels in the whole province that have completed administrative procedures is over 50%. However, up to this point, in some localities, there are still many "3 no" fishing vessels that have not completed administrative procedures to become official fishing vessels.
Mr. Do Dinh Minh, Head of the Quang Ninh Fisheries Sub-Department, said: In some localities in the province, the rate of "3 no" fishing vessels is still high, such as Ha Long City, which has only achieved 431/640 vessels, Van Don District, which has achieved 431/640 vessels, and Co To District, which has achieved 132/143 vessels. For localities with low implementation as at present, the Sub-Department will advise the Department to report to the Provincial People's Committee to continue directing and clarifying the responsibilities of the People's Committees of localities when they fail to complete the set target of eliminating "3 no" fishing vessels. At the same time, it will also advise the Department of Agriculture and Rural Development to organize simultaneous campaigns to strictly handle fishing vessels that deliberately do not register and inspect, and are still sluggishly operating at sea.
For Quang Ninh's fishing industry to develop sustainably, each fisherman needs to change his or her mindset from traditional fishing to responsible fishing, ensuring compliance with Vietnamese regulations as well as international practices. in combating illegal, unreported and unregulated fishing (IUU).
