"Why pay tuition and lose collection fee?"
As reported by Thanh Nien Newspaper, implementing the application of digital technology and cashless payments in schools, from the 2021-2022 school year up to now, the Department of Education and Training of Dong Hoi City has piloted the use of software from MISA Joint Stock Company for parents to pay for their children at 32 schools in the area.
By the 2023-2024 school year, in addition to the schools using MISA Joint Stock Company's software, Dong Hoi City Department of Education and Training will also allow 20 other schools to apply cashless payments with YOYOSHOOL Joint Stock Company's collection management software.
SISAP software of MISA Joint Stock Company has been used for free during the past school years in Dong Hoi City.
The problem started when software providers demanded fees. Mr. Ho Thanh Hai, Head of the Department of Education and Training of Dong Hoi City, said that in the past school years, payment transactions were free through the software of MISA Joint Stock Company.
However, MISA Company suddenly announced that the service will only be free until December 31, 2023, after which it will charge 4,400 VND for each transaction, regardless of the amount.
Therefore, the Department of Education and Training of Dong Hoi City will stop using MISA Company's software and switch to using YOYOSHOOL Joint Stock Company's software.
However, YOYOSHOOL JSC's software is not free, it charges 1,100 VND/transaction.
After Thanh Nien Newspaper reported on this policy, many parents in Dong Hoi City expressed their disagreement.
Many parents believe that the goal of digital transformation is to make things easier and more convenient; digital transformation in education is the same, but it does not mean that the parents will suffer. "Currently, there is no fee for transferring money between different banks, so why does it cost money to pay tuition to the school?", said parent AD.
Many other parents questioned why they did not deposit money into the school account but instead had additional software for a fee. Not to mention that many parents do not know how to use the software.
"In Dong Hoi City, many schools require parents to transfer money to three places. Some are transferred to the school account, some to the homeroom teacher, some via software... It's really confusing," another parent informed.
Will discuss again in the direction of… free
According to Mr. Hai, the policy of collecting fees on payment software has been approved by the City Party Committee and People's Committee of Dong Hoi City.

This person affirmed that digital transformation and limiting the use of cash is a global trend, a major policy of the Government, so all activities in modern life need to aim towards it, and education is no exception.
According to the leader of Dong Hoi City People's Committee, the policy of collecting fees when paying tuition via software needs to be recalculated more carefully.

"Digital transformation and cashless payments in the education sector in Dong Hoi City are completely correct. However, the policy of collecting fees on tuition payment software, which has just been raised, has encountered a reaction from public opinion and many parents, which is understandable," he admitted.
According to this person, digital transformation also needs to ensure the harmonious interests of the education sector, educational institutions, parents and students. For these reasons, the leader of Dong Hoi City People's Committee said that the city will soon have discussions on this issue, in the direction of how to continue to be... free. "Although we know it is difficult, we will try our best not to let parents suffer," this person reaffirmed.
This caution of the leaders of Dong Hoi City People's Committee is reasonable. Because according to information from the Department of Education and Training of Dong Hoi City, in the 2022-2023 school year alone, with 32 participating schools, there were 43,000 transactions with a transaction amount of 16 billion VND.
In the 2023-2024 school year, 20 new schools will join the cashless payment system, bringing the total number of students paying via software to 30,000. This means that tens of thousands of parents will be affected if the policy of collecting fees via software is approved.
