The Directive clearly stated that this is an event of great significance in the economic, political, cultural and social life of the city; an opportunity to summarize, recognize, evaluate and affirm the results achieved over 70 years of building and developing the city with many outstanding and comprehensive achievements, great contributions and the very important position of the city for the overall development of the country and the region. Thereby, consolidating the belief, pride, encouraging, arousing and strongly promoting the cultural values, land and people of Hai Phong, the spirit of solidarity, creativity, revolutionary tradition, culture, dynamism and aspiration for innovation, the will of self-reliance, self-strengthening, strong and sustainable rise of the Party Committee, the government, the army and people of the city determined to overcome difficulties, strive to successfully implement the Resolution of the 13th National Party Congress, the Resolution of the 16th City Party Congress.
In order to ensure that the organization of activities to celebrate the 70th anniversary of Hai Phong Liberation Day is practical, meaningful, and creates an exciting atmosphere among the people of all walks of life in the city, the Standing Committee of the City Party Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations, armed forces, departments, branches, agencies, and units to organize activities to celebrate the 70th anniversary of the City Liberation Day with diverse forms, vivid, practical, and in-depth content to attract the largest number of people to participate, creating a festive atmosphere of the whole people turning to their roots; ensuring safety, solemnity, economy, efficiency, no ostentation, formality, and maximum mobilization of socialized resources.
Widely disseminate the great historical significance of Hai Phong Liberation Day. Promote historical and traditional education for cadres, party members, and people, especially the young generation, about the country, the Party, Uncle Ho, and the cause of renovation, as well as the history, heroic traditions, potential, position, and prestige of the city over 70 years of construction and development; strongly spread the image of a Hai Phong that is "Loyal - Determined to Win", dynamic, creative, responsible, and loyal, leading the renovation process, the driving force for development of the Northern region and the whole country in the spirit of Resolution No. 45 of the Politburo on building and developing Hai Phong City to 2030, with a vision to 2045.
Launching a special emulation campaign to achieve the highest achievements to celebrate the 70th anniversary of Hai Phong Liberation Day with the theme "Hai Phong - 70 years of faith and aspiration to rise up" associated with promoting the implementation of political tasks of each locality, agency, unit and the theme of 2025 of the city; contributing to the efforts to comprehensively complete the socio-economic targets in 2025.
Carefully organize activities of “When drinking water, remember its source”, show gratitude, ensure social security; honor and show gratitude for the contributions of the people, cadres, party members, and those who have contributed to the revolution; organize a series of cultural, artistic, physical education, sports, tourism activities and a number of typical events and other activities in response to and celebration of the 70th anniversary of Hai Phong Liberation Day.
The Standing Committee of the City Party Committee also requested the City People's Committee to direct the City People's Committee to establish an Organizing Committee for commemorative activities; direct the organization of activities to celebrate the 70th anniversary of Hai Phong Liberation Day in conjunction with activities to celebrate the Hai Phong Red Flamboyant Festival in 2025.
