TPO – Many teachers in Dak Lak province are facing having their preferential allowances cut or revoked. Many teachers are disappointed and even want to quit their jobs.

"The last straw"

Reading the decision of the Chairman of the People's Committee of Krong Pac district (Dak Lak) on recovering the difference in money due to paying preferential allowances to teachers exceeding the prescribed level, Ms. PTT (a primary school teacher in Phuoc An town, Krong Pac district) was shocked.

Ms. T said that she has worked in the education sector for 18 years, while her husband has 22 years of seniority. However, the couple's salary is only over 11 million VND/month/person. With that amount of money, the couple had to calculate, even taking advantage of their days off to do extra work outside to have money to take care of their 2 children's education. Therefore, when the District Chairman decided to withdraw the teachers' allowance from June 2021 to August 2024, Ms. T was very worried.

“According to the District Chairman's decision to withdraw, from June 2021, the area where I work (Phuoc An town) and 4 other communes in the district (including Hoa An, Ea Kly, Ea Kuang, Hoa Tien) will no longer be entitled to teacher allowances according to Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister. Therefore, the district will collect the amount of money that has been spent. I don't know how much I will be collected. I consulted some teachers in other districts and they were collected 15% of the allowance they received. If I apply it to my own case, I will have to pay back about 40 million VND,” Ms. T shared.

According to this teacher, teachers' livelihoods mainly depend on their salaries, so she hopes the government will consider not reclaiming the money already spent; otherwise, the collection period should be extended to the same period as the teachers receive it. Because teachers receive money monthly, while the collection period is accumulated. Or the government should consider reducing the amount of money collected because many teachers are struggling to make ends meet.

“Teachers are under a lot of pressure to teach. Now, the reduction in allowances makes it even more difficult for them. I myself am very sad, the request to withdraw the allowance is like the “last straw”, making me want to quit my job,” Ms. T shared.

"Equalizing" between rural and urban areas?

Teacher G, who is working in Ea Hu commune (Cu Kuin district, Dak Lak), shared that she was very sad that the area where she had worked for more than 30 years was no longer entitled to Zone II status. Teacher G confided that she was not speaking out for her own benefit. Because Ea Hu is more than 10 kilometers from Cu Kuin district center and more than 20 kilometers from Buon Ma Thuot city (Dak Lak).

“Ea Hu is a purely agricultural commune, with ethnic minorities living there, so the conditions are very different from Buon Ma Thuot City. However, Ea Hu is no longer in Region II, so it is like “leveling” with Buon Ma Thuot City (teachers receive Region I allowances),” Ms. G confided.

Mr. Vo Tan Huy - Chairman of Cu Kuin District People's Committee confirmed that he has issued a decision to temporarily stop paying preferential allowances for teachers according to Decision No. 244/2005/QD-TTg, for kindergartens, primary schools, and secondary schools in the two communes of Ea Ning and Ea Hu.

According to Mr. Huy, the above decision was made in accordance with Official Dispatch No. 7777, dated August 23, 2024 of the Dak Lak Provincial People's Committee on handling the request to withdraw the payment of preferential allowances for teachers.

Accordingly, kindergartens and primary schools will temporarily stop paying preferential allowances to teachers at the rate of 50% and apply only paying preferential allowances of 35%.

For secondary schools, temporarily stop paying preferential allowances for teachers at the rate of 35% and apply the preferential allowance payment rate of 30%.

The implementation period is from September 1, 2024 until further implementation instructions are issued. The reason for the suspension is that the above two communes are not located in mountainous, island, remote and isolated areas as prescribed in Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister.

Regarding the concerns of some teachers when the district decided to temporarily stop paying allowances according to Decision No. 244/2005/QD-TTg, Mr. Huy said that the district had explained this issue. Any teachers with comments, please contact the district chairman.

In addition to Krong Pac and Cu Kuin districts, there are other districts in Dak Lak province that have temporarily suspended and collected preferential allowances for teachers such as Cu M'gar and M'drak.

Dak Lak Provincial Inspectorate also found that some districts were paying allowances at the preferential level for mountainous areas to all teachers teaching at schools located in the area (including communes, wards and towns not located in mountainous areas), which is not in accordance with regulations.

Therefore, Dak Lak Provincial Inspectorate proposed that the Chairman of the Provincial People's Committee agree in principle to allow the Provincial Inspectorate to conduct a thematic inspection on the payment of preferential allowances for teachers, period 2021-2024.
