At the meeting, Chairman of Hoai Duc District People's Committee Nguyen Hoang Truong informed the city leaders about the district's socio-economic situation in the first 6 months of 2024; orientations for the last 6 months of the year and results of the work of building the district into a district; results of building Hoai Duc into an advanced new rural district. Accordingly, on July 11, the district People's Committee sent reports to the Hanoi New Rural Coordination Office for synthesis, submission to the Central Government for appraisal, and proposal to the Prime Minister to recognize the district as meeting advanced new rural standards in 2023.
Announcing the proposal to recognize the district as meeting advanced NTM standards, Deputy Director of the Hanoi Department of Agriculture and Rural Development Nguyen Dinh Hoa said that so far, the Ministries and branches have basically agreed with the results achieved by Hoai Duc district. The district is also finalizing the dossier according to some comments from the Ministries and branches, striving to soon be recognized by the Prime Minister as meeting advanced NTM standards. In addition, Hoai Duc has 10 communes along the dike and outside the Day River bank (according to the Law on the Capital (amended) approved by the National Assembly) that will be allowed to exploit agricultural land outside the river bank for agricultural production combined with sightseeing and experiential education.
Speaking at the meeting, Director of the Department of Construction Vo Nguyen Phong said that Hoai Duc district has a rapid urbanization rate, and at the same time, the problem is that the number of projects implemented is quite large (57 projects), so it is necessary to focus on speeding up the comprehensive review of the current status, regulations, land allocation procedures, planning, and infrastructure system connection. Review and inspect construction works and implement well the work of land management and use.
The leaders of the Department of Construction also said that they will continue to coordinate and guide the district on issues related to the implementation of site clearance for a number of projects in the area and the Ring Road 4 project, and the construction of wastewater and waste treatment plant projects.
Regarding the issue of balancing the district's budget revenue and expenditure, Director of the Department of Finance Nguyen Xuan Luu informed: the budget revenue in Hoai Duc district is still modest, in which the revenue target from the district's land accounts for a large proportion, but has only reached more than 17% so far. The district's commune-level budget revenue and expenditure balance ratio must be achieved to complete the criteria for becoming a district. The Department of Finance will coordinate with the district to find specific solutions to increase budget revenue, moving towards completing the criteria for self-balancing budget revenue and expenditure.
Director of the Department of Planning and Architecture Nguyen Trong Ky Anh said that Hoai Duc district currently has more than 65% of its land area in urban development, nearly 35% outside the planning. The district needs to focus on reviewing and perfecting the infrastructure system, reviewing the area not included in the urban planning, reviewing the East and West, Ring Road 4 to build urban projects, exploit and set up land use rights auction projects to exploit, contributing to completing the criteria of budget revenue and expenditure.
Director of the Department of Planning and Investment Le Anh Quan suggested that Hoai Duc should specifically calculate the district's resources, especially the auction of land use rights. Currently, Hoai Duc has 34 urban projects (including 5 commercial and service projects), and it is expected that 9 projects will be terminated. On that basis, the district needs to proactively coordinate with the Department to classify which projects are under the investor's responsibility to urge, which projects the investor will no longer implement to have specific solutions.
Speaking at the meeting, Vice Chairman of the City People's Committee Nguyen Manh Quyen said that Hoai Duc district needs to pay attention to developing service infrastructure, promoting the advantages of 52 craft villages; promoting production development in craft villages associated with tourism, developing industrial clusters associated with craft villages... contributing to increasing budget revenue and creating jobs for local workers. Quickly complete the digitization of land plots in the area, in order to effectively implement land management and land use planning. Continue to urge the progress of ICD port construction, public investment disbursement, and site clearance for the Ring Road 4 project.
The Vice Chairman of the City People's Committee also requested the district to focus on completing infrastructure issues and continue to coordinate with the city's departments and branches to review and arrange the list of projects based on the overall balance.
Concluding the meeting, Head of the Organizing Committee of the City Party Committee Vu Duc Bao requested Hoai Duc district to focus on implementing and completing the criteria for becoming a district. Urgently adjust the planning of the beach area and along the Ring Road 4. Promote the development of industrial clusters, through planning to effectively carry out the auction of land use rights, calling for investment in economic development. In particular, pay attention to two important resources: land revenue and land use rights auction. In particular, focus on auctioning interspersed land, have a plan to auction advantageous land plots, in order to increase budget revenue and do a good job of land use management.
