In this phase, An Khanh commune proposed to achieve model new rural standards in 3 areas: culture, health, tourism. Son Dong commune proposed to achieve model new rural standards in 2 areas: health, education & training.

Meanwhile, Kim Chung commune proposed to achieve model new rural standards in two areas: health and culture. Duc Thuong commune proposed to achieve model new rural standards in three areas: culture, health and environment.

On October 24, members of the Hanoi New Rural Area Assessment Team conducted a field survey of the criteria for building a model new rural area in 4 communes: An Khanh, Son Dong, Kim Chung and Duc Thuong. They reviewed and assessed the dossiers for recognition of the 4 communes as meeting the model new rural standards.

The delegation members acknowledged and highly appreciated the results achieved in building model new rural areas of the 4 communes. At the same time, they also frankly pointed out a number of issues that need to be further paid attention to and improved to ensure sufficient conditions for submission to the Hanoi New Rural Area Appraisal Council for consideration.

Speaking at the conference on assessing communes meeting the model new rural standards in 2024 in Hoai Duc district, Deputy Chief of Office of the Hanoi New Rural Development Program Coordination Office Ngo Van Ngon requested the Hoai Duc District People's Committee to continue directing communes to complete the criteria according to the assessment and comments of the appraisal team members.

Along with promptly completing the dossier to send to competent authorities for comments and submitting to the Hanoi People's Committee for consideration and recognition, Mr. Ngo Van Ngon suggested that localities continue to integrate the goal of building a model new rural area with the criteria for urban development, striving to build communes to soon become wards.

Vice Chairman of Hoai Duc District People's Committee Nguyen Trung Thuan said that before the 4 communes were assessed on October 24, the locality had 3 communes recognized by the Hanoi People's Committee as meeting the model new rural standards. The district strives to have at least 40% of the total number of communes recognized as model new rural areas by the end of 2024.

Along with the model new rural area goal, Hoai Duc district also sets a target of having 100% of communes (19/19 communes) reach the advanced new rural area goal in 2024. Currently, the locality still has 3 communes that have not met the advanced new rural area standards: Van Con, Song Phuong and Duong Lieu.
