The EC Inspection Delegation will come to Vietnam to conduct the 5th inspection on overcoming the IUU "Yellow Card". During this time, many localities across the country such as Quang Binh, Khanh Hoa, Kien Giang are implementing solutions to combat IUU fishing in the 2 peak months (July and August) to maintain the achieved results, ensuring that no IUU violations arise in the future.

Quang Binh province requires departments, branches, units and localities to focus on seriously implementing the direction on combating IUU fishing of the Central and the province, ensuring progress and effectiveness; carefully prepare the content, program and working plan with the 5th Inspection Delegation of the European Commission (EC) in October 2024 to achieve the best results.
Units and localities shall allocate sufficient resources to carry out the task of combating IUU fishing, removing the “EC Yellow Card” warning; resolutely handle the responsibilities of organizations and individuals who fail to fulfill their assigned duties and tasks; promptly encourage, reward and motivate typical examples in combating IUU fishing.
Districts, cities and towns direct and guide type III fishing ports under their management to arrange human resources and equipment to implement import and export, collect and submit fishing logs, and monitor output through the eCDT system. Pilot the eCDT system at private and traditional fishing ports and wharves; inspect and control fishing vessels at type III fishing ports that have been announced to be open under their management according to Government regulations.

In addition, localities assigned staff to monitor, manage and control 100% of fishing fleets; proactively coordinate with the Department of Fisheries to thoroughly handle the number of "3 no" fishing vessels according to regulations; urgently investigate, verify and strictly handle cases of illegal fishing in foreign waters from the beginning of 2023 to present.
The Quang Binh Provincial Border Guard Command directed the Coastal Border Guard Station and relevant departments and offices to control 100% of fishing vessels entering and leaving ports to ensure full compliance with regulations; resolutely handle violations according to regulations, including fishing vessels from other provinces; and support fishermen in implementing entry and exit via the eCDT system.
Khanh Hoa province has directed departments, sectors and coastal localities in the province to drastically implement solutions to combat IUU fishing with the goal of working with the whole country to remove the IUU "Yellow Card" warning. The IUU Steering Committee of Khanh Hoa province has requested districts, towns and cities to mobilize "3 no" fishing vessel owners to immediately register according to regulations; clearly understand the location and closely monitor fishing vessels that have not installed or temporarily suspended connection to the journey monitoring device, have expired fishing licenses, expired inspections, or expired food safety certificates. At the same time, urgently notify 22 fishing vessel owners operating outside the province who have stopped the service of connecting to the fishing vessel journey monitoring device to return to their localities for monitoring and location monitoring.
In addition, localities need to review and specifically report on private and traditional fishing ports and wharves that are not eligible to declare port opening according to regulations so that the Department of Fisheries can guide the implementation of traceability of exploited aquatic products on eCDT software.
Kien Giang province is also implementing the peak of anti-IUU fishing, the functional forces have increased patrolling, control and strictly handled violations. The province monitors 100% of the unloading output through 2 designated fishing ports and fishing wharves in localities, synchronously implementing the traceability of exploited aquatic products through the eCDT electronic traceability software system.
Currently, the Kien Giang Province Fisheries Surveillance Department is urgently completing procedures to register and manage more than 2,000 unregistered vessels, coordinating with the police to manage fishing vessels with the identification codes of the vessel owners, expected to be completed in September 2024. At the same time, inspecting, marking, registering and granting fishing licenses to more than 2,700 "3 no" fishing vessels in the province.
