On the morning of January 14, the National Steering Committee on Combating Illegal, Unreported and Unregulated Fishing (National Steering Committee on IUU) held its 12th online conference with 28 coastal provinces and cities. Comrade Tran Hong Ha, Member of the Party Central Committee, Deputy Prime Minister, Head of the National Steering Committee on IUU chaired the conference.

Attending at the Thanh Hoa bridge were Mr. Cao Van Cuong, Provincial Party Committee member, Director of the Department of Agriculture and Rural Development, Deputy Head of the Standing Committee of the Provincial Steering Committee for Combating IUU Fishing, and representatives of departments and branches that are members of the Steering Committee. The conference was connected online with the bridge points of coastal districts, towns and cities of the province.

After more than 7 years of combating IUU fishing and removing the "Yellow Card" warning from the European Commission (EC), the whole country has now reviewed and grasped the number of fishing vessels, basically completing the handling of "3 no" fishing vessels (no registration, no inspection, no license). Sectors have proactively invested in applying information technology to monitor and control the monitoring of seafood output unloaded through ports; implementing electronic traceability (eCDT) to ensure transparency and legality for export shipments to the European market that do not violate IUU. The control of imported seafood products from abroad is fully implemented in accordance with international regulations and EC recommendations. Law enforcement, criminal handling, and administrative sanctions have been resolutely implemented by localities, creating a strong change in deterrence and education in the fishing community. The situation of fishing vessels and fishermen illegally exploiting seafood in foreign waters has decreased significantly.

At the online conference, representatives of central ministries, branches and coastal localities nationwide discussed the difficulties and shortcomings in the implementation of the EC's warning and proposed solutions to combat IUU fishing before the EC Inspection Delegation's 5th on-site inspection to consider whether to remove the "Yellow Card" warning for Vietnam or not.

Concluding the conference, Deputy Prime Minister Tran Hong Ha directed departments, ministries, branches and localities to focus on seriously and effectively implementing Directive No. 32-CT/TW of the Secretariat, Resolution No. 52/NQ-CP of the Government and the directions of the Prime Minister and Deputy Prime Minister to ensure progress, results and specific products to prove at the 5th inspection by the EC.
Urgently review, verify, and thoroughly handle violations of IUU fishing, disconnection of VMS, sending and transporting VMS equipment, crossing maritime boundaries; brokering, connecting, violating illegal fishing in foreign waters...; thoroughly handle "3 no" fishing vessels; seriously and effectively carry out the work of confirming and certifying the origin of exploited aquatic products. Carry out the peak of law enforcement, patrolling, inspecting, and controlling; apply Resolution No. 04/2024/NQ-HDTP of the Supreme People's Court's Judicial Council, prosecute and try cases related to the act of sending fishing vessels and fishermen to illegally exploit in foreign waters; brokering, connecting, sending, and transporting VMS equipment in violation of the law.
Continue to strengthen communication about Vietnam's efforts to combat IUU fishing at home and abroad; mobilize and seek support from relevant parties to urge the EC to remove the "Yellow Card" warning; disseminate and train on fisheries laws and regulations, combat IUU fishing to raise the spirit and sense of responsibility of the fishing community and relevant organizations and individuals in complying with the law and not violating IUU fishing.
Speaking after the online conference, Director of the Department of Agriculture and Rural Development, Deputy Head of the Standing Committee of the Provincial Steering Committee for Combating IUU Fishing Cao Van Cuong requested member sectors and coastal localities to resolutely implement measures to overcome the shortcomings and limitations of the province in combating IUU fishing. In particular, focusing on strictly handling fishing vessels that disconnect their navigation devices and violate regulations on combating IUU fishing.
