Many cooperation opportunities between QatarEnergy and Petrovietnam

On the afternoon of October 31, local time, in the capital Doha, during his official visit to the State of Qatar, Prime Minister Pham Minh Chinh received Mr. Saad bin Sherida Al Kaabi, Minister of State for Energy Affairs of Qatar and CEO of QatarEnergy Company.

Attending the reception were leaders of several ministries and central agencies. Also attending, on behalf of the Vietnam National Oil and Gas Group (Petrovietnam), was Mr. Le Ngoc Son, General Director of the Group.

Qatar's main resources are natural gas with reserves of more than 25,000 billion m3, ranking 3rd in the world; oil with reserves of 25.24 billion barrels (ranked 14th in the world), output of 1.53 million barrels/day. This is the world's largest exporter of liquefied natural gas (LNG). QatarEnergy is the state-owned oil and gas company of Qatar, responsible for managing all domestic oil and gas activities, and is one of the world's leading LNG producers.

At the meeting, Prime Minister Pham Minh Chinh said that he had a successful meeting with the King, Prime Minister and Chairman of the National Assembly of Qatar with many outstanding results. The two sides agreed to acknowledge the encouraging results in the bilateral relationship over the past 30 years (1993-2024); agreed on a number of specific orientations and measures to further enhance the effectiveness of bilateral cooperation in the coming time; agreed to set the goal of soon upgrading the Vietnam - Qatar relationship to a new level. In particular, energy cooperation (including traditional energy and new energy) is one of the priority contents, this is also a strong area of ​​Qatar and Vietnam has a need for cooperation. The two sides agreed to negotiate an agreement on this content, assigning the Ministry of Industry and Trade of Vietnam and the Minister of State in charge of energy issues of Qatar to discuss specific measures to enhance cooperation.

The Prime Minister asked the Minister of State to direct Qatar Energy to increase investment and promote oil and gas and energy cooperation with Vietnamese partners, especially with Petrovietnam, to enhance Vietnam's self-reliance in the field of gas-fired electricity production.

The Prime Minister proposed that Qatar support Vietnam in the energy sector, increase and maintain regular supply of energy products such as crude oil, gas, chemicals, especially liquefied natural gas (LNG) to ensure electricity supply; requested the Minister of State to direct and QatarEnergy Company to increase investment, promote oil and gas and energy cooperation with Vietnamese partners, especially with Petrovietnam to enhance Vietnam's self-reliance in the field of gas-fired electricity production; as well as cooperate in implementing projects on exploration, exploitation and processing of oil and gas, offshore wind power, solar energy, hydrogen, etc.

The Prime Minister said that Vietnam is amending the Electricity Law and related regulations to reduce administrative intervention and increase the initiative and autonomy of enterprises to further facilitate the operations and cooperation of foreign investors with domestic partners.

Leaders of several Central Ministries, branches and Petrovietnam General Director Le Ngoc Son attended the reception.

For his part, Minister of State Saad bin Sherida Al Kaabi thanked the Prime Minister for the comprehensive and clear information provided; highly agreed and fully supported the Prime Minister's cooperation proposals; affirmed that these are very potential fields, especially electricity and LNG, and said that he is negotiating with the Vietnam Oil and Gas Group on cooperation projects.

He assessed that Vietnam is expected to continue to achieve the highest growth rate in Asia, leading to high growth in energy demand; expressed support for negotiating and signing cooperation documents with Vietnam on energy and gas, and proposed negotiating an agreement on the production and supply of urea fertilizer - a product processed from oil and gas.

Regarding new energy projects, the Company is ready to connect businesses to cooperate and invest with Vietnamese partners. The State Secretary said he will come to Vietnam to discuss and promote specific cooperation projects.

The Minister of State also agreed with Prime Minister Pham Minh Chinh's view that cooperation in this field needs to be long-term, stable, with a suitable roadmap and steps, "not missing out on cooperation opportunities". The Prime Minister suggested that prices follow the market mechanism, be public, transparent and suitable to the conditions of Vietnam as a developing country.
