Discussing the draft Law on Teachers, delegate Nguyen Thi Thu Dung (Thai Binh) said that the draft law stipulates that the State plays a leading role in building and developing the teaching staff; ensuring the quantity, structure and quality of the teaching staff; especially teachers who are ethnic minorities and teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions. However, delegate Nguyen Thi Thu Dung said that the draft Law on Teachers has not clearly stated this policy. Therefore, the delegate said that the draft Law on Teachers needs to have policies to ensure the number of teachers. Currently, the education sector has a floor score. To ensure the quality of teachers, Ms. Dung said that when teachers stand in class, they must demonstrate the content in teaching and form. The delegate suggested studying policies to ensure the quality of the preliminary selection for the education sector, including form, academic scores and more importantly, teachers' language is clear, without stuttering or lisping. "I am a teacher, and I also see that in the sector there are teachers who do not speak standard language, affecting students, especially kindergarten and primary school students who are in the process of forming standard language," Ms. Dung said. Therefore, the delegate suggested that the draft law should more clearly demonstrate policies to ensure that the State plays a leading role in ensuring the quantity, structure and quality of teachers. Commenting on the recruitment issue, delegate Huynh Thi Anh Suong (Quang Ngai) pointed out that there is still a local surplus or shortage of teachers, and that recruiting teachers to work in remote areas is still difficult, and that some areas cannot even recruit teachers. The delegate suggested that there should be a unified focal point for education management, decentralization and reasonable assignment to remove bottlenecks in the recruitment and use of teachers. At the same time, Ms. Suong said that it is necessary to study and supplement regulations on reserving seniority allowances for teachers transferred to education management agencies. Regarding the rights and obligations of teachers, delegate Huynh Thi Anh Suong said that the lives of a number of teachers are still difficult, they cannot make a living from their profession, and have not received adequate attention and protection from society. The delegate suggested that it is necessary to clearly define the rights of teachers related to work, a safe and respected working environment. At the same time, there should be a protection and recovery support regime for teachers affected by acts of abuse and violence; it is necessary to review and adjust regulations on what teachers are not allowed to do. Regarding salaries and benefits, the delegate suggested that it is necessary to pay attention to the lives and incomes of teachers, especially preschool teachers and young teachers. In addition, the delegate also said that it is necessary to review and adjust the appointment and dismissal of teachers holding management positions in educational institutions.
