The National Assembly agreed to continue investing in the Ninh Thuan Nuclear Power Plant project, while delaying the completion of Long Thanh International Airport until the end of 2026.
On the afternoon of November 30, at the closing session, the National Assembly passed the Resolution of the 8th session of the 15th National Assembly, in which it agreed to continue implementing the investment policy for the Ninh Thuan nuclear power project, which had been suspended since 2016.
The National Assembly also assigned the Government to urgently direct the allocation of resources to implement the conclusions of competent authorities. At the same time, it is necessary to study and amend laws related to the Ninh Thuan nuclear power project, including the Law on Atomic Energy.
Previously, after the Party Central Committee agreed to restart Vietnam's nuclear power program and continue the Ninh Thuan nuclear power project, the Government submitted a document to the National Assembly on continuing the investment policy for the Ninh Thuan nuclear power project.
In the submission, the Government said that considering the development of nuclear power sources in Vietnam is necessary to diversify supply sources, ensure energy security; at the same time, meet the dual task of both providing baseload electricity and being a green, sustainable source of electricity, achieving the goal of net zero emissions by 2050.
According to the Government, the previous construction sites for the Ninh Thuan Nuclear Power Plant have been carefully surveyed and evaluated by domestic and foreign consultants, and are the two best locations, meeting strict international criteria, suitable for building a nuclear power plant in Vietnam.
Therefore, using the previously researched nuclear power plant construction sites in Ninh Thuan province to develop and build nuclear power in the future is very convenient, saving time and costs in research, survey, and site selection.
In Resolution 41 of 2009 of the 12th National Assembly, the National Assembly decided to invest in the Ninh Thuan nuclear power project, including 2 plants (Ninh Thuan 1 and Ninh Thuan 2), each plant has 2 units with a total investment capital of about 200,000 billion VND (at the time of project establishment in late 2008).
The capacity of the two plants is over 4,000 MW, each plant is about 2,000 MW. As planned, construction of Ninh Thuan 1 Nuclear Power Plant will start in 2014 and the first unit will be put into operation in 2020.
Ninh Thuan 1 Nuclear Power Plant is located in Phuoc Dinh Commune, Thuan Nam District, Ninh Thuan Province; Ninh Thuan 2 Nuclear Power Plant is located in Vinh Hai Commune, Ninh Hai District, Ninh Thuan Province.
In the submission, the Government also said that, along with restarting the nuclear power plant project, the Government will also establish a plan for nuclear power development. Long Thanh airport progress delayed until late 2026
In the resolution, the National Assembly also agreed to adjust the investment policy for the Long Thanh International Airport project. Accordingly, the completion time of phase 1 of the project was adjusted to the end of 2026 instead of the third quarter of 2026, 1 year later than the original resolution of the National Assembly.
The National Assembly also agreed to move the construction of the runway phase 3 to phase 1, and to build two runways in parallel in the north.
The National Assembly also allows the Government to organize the approval of the feasibility study report adjusting phase 1 of the project under its authority without having to report to the National Assembly for approval. Other contents continue to be implemented according to the existing resolution of the National Assembly.
Previously, the National Assembly approved the investment policy in Resolution No. 94 of 2015, phase 1 of the Long Thanh airport project will be completed and put into operation in 2025. Then, in Resolution 95 of 2019, the National Assembly agreed to postpone the completion date to March 2026.
