On November 30, the 8th Session of the 15th National Assembly ended. During the session, with a sense of responsibility, urgency, democracy, and intelligence, the 8th Session completed 51 contents in the following areas: law-making; supreme supervision; deciding on important issues of the country, institutionalizing the Party's policies and Resolutions, making an important contribution to building and defending the Fatherland.
Talking on the sidelines of the National Assembly, delegates said that during this session, the National Assembly will spend most of its time on law-making, supreme supervision, reviewing and deciding on socio-economic issues and some other important issues such as social security...
“I was very impressed with the quality at this session”
Delegate Nguyen Ngoc Son (National Assembly Delegation of Hai Duong Province) - Standing Member of the National Assembly's Committee on Science, Technology and Environment said that the 8th Session had many projects that had been actively, urgently and elaborately prepared by the agencies, the projects submitted by the Government as well as the instructions of the competent authorities were also very timely. Therefore, the approval of legislative activities ended as planned and currently at this session, in addition to legislative issues, there are also many contents related to the process of monitoring and deciding on important issues.
“I am very impressed with the quality of this session. Many complex, sensitive, and wide-ranging draft laws have been thoroughly considered by the National Assembly and focused on removing many obstacles that we have mentioned as bottlenecks. The current bottleneck is institutional, and the institutional bottleneck is the bottleneck of bottlenecks. The General Secretary has also mentioned this content. I think that removing bottlenecks to free up resources at a certain time is necessary. However, this is only a pilot and is being resolved at this time. I think that if later on, the contents are mature and clear, and it depends largely on the legal system and need to be proposed for amendment, this issue has already been mentioned by the National Assembly delegates in the hall,” said delegate Son.
According to delegate Nguyen Ngoc Son, the bottleneck is due to the legal system, which needs to be amended to be more long-term. To free up resources at this time to serve socio-economic development and especially as the General Secretary said, considering anti-waste as equal to anti-negativity, anti-corruption to free up resources and build a culture, then removing draft laws to amend a number of articles or resolutions to remove them is a solution to help achieve the goals and requirements that superiors, especially the Politburo and the Central Executive Committee have also approved. This removal is appropriate at the present time.
This is also one of the final years to prepare for the upcoming Party Congress term, so it is necessary to remove institutional issues, individual resolutions and especially provisions that lead to difficulties in implementation in the law and the National Assembly has also passed many of these contents at this session. This is also a new way of doing things and requires the participation of the entire political system, not only the National Assembly but also from the Politburo, the Central Executive Committee to the National Assembly and especially the Government's submission needs to be more thorough.

Delegate Trinh Xuan An (National Assembly Delegation of Dong Nai Province) commented: “This is a record session in terms of content. In terms of form, it is a session that must express a lot of emotions, that is, we are in the context of being in harmony with the general movement of the entire political system when we change many methods and policies in the spirit as General Secretary To Lam said, running and lining up at the same time and not waiting, analyzing, there is no transition time. We are determined to link the policy of action and the product very closely together.”
This session carried out in accordance with the spirit of the General Secretary as well as the Party's institutional direction, many new projects were added to the session, many key resolutions were added such as the resolution of Vietnam Airlines to be discussed and presented and discussed immediately, and many draft laws were passed in this session. That demonstrated determination and drasticness, at the same time increasing responsibility for the activities of the National Assembly in response to the Party's requirements and the requirements of socio-economic development.
“We ourselves are working on the contents related to the quality of the projects, it can be said that the agencies have a lot of pressure when we have to ensure both the process and the quantity but also the quality. It can be seen that this is both pressure and responsibility of the agencies, of the National Assembly deputies to aim for the biggest and highest goal which is to remove bottlenecks, unblock resources and especially we are on the right track with the spirit of being ready to create a resource to rise up in the new period in accordance with the direction of the General Secretary, that is we rise up in the new era,” emphasized delegate Trinh Xuan An.
This session demonstrates the determination and responsibility of the National Assembly to join the flow of the country and the nation by passing many necessary and urgent bills. Although it is a normal session, if we review the contents from legislation to supervision, we can see that there are impacts of an epochal, long-term, and strategic nature.
Innovative, positive and decisive
Delegate Nguyen Anh Tri - Hanoi delegation said that the agenda of this session has changed many times. That shows that the progress of the National Assembly meetings this year is very flexible, based on the practical developments of society and the country to make timely adjustments and innovations.
“The adjustment of the program made the National Assembly deputies and especially those who prepared for the session very tired, but I think it was necessary to do. The session completed the contents and plans of the proposed program amendments, which are very significant and noteworthy efforts of this session in areas such as health care, education and training, and social security... which were dissected and discussed frankly,” analyzed delegate Nguyen Anh Tri.
Delegate Pham Van Hoa - National Assembly Delegation of Dong Thap province assessed that, looking back from the beginning of the session until now, first of all, it is the responsibility of the National Assembly Standing Committee, the Chairman and Vice Chairman of the National Assembly who have run the session very flexibly, sensitively and decisively. For the National Assembly delegates, they worked very actively as the content of this session had many issues related to legislative work.
“I am a delegate for the second term, the 14th term of the legislative work did not have that many laws, while this session passed many laws and gave opinions on many laws. There was an opinion that one law amends 7 laws, one law amends 4 laws, but the documents were just sent, so the National Assembly delegates were confused about how to research and participate in the discussion. Therefore, there were bills that many delegates registered to speak about, but there were laws that very few delegates registered to speak about.”
Delegate Pham Van Hoa frankly stated that the responsibility and spirit of each National Assembly delegate during this session, from the hall to the break time when answering the sidelines, were very responsible and very positive. In the parliament, with their conditions, abilities, qualifications, capacity and understanding, the delegates participated in discussions, contributed to important issues of the country, contributed to crime prevention...
“I think that I highly appreciate this session. In addition to the direction of the Vice President and Vice Presidents of the National Assembly, the responsibility of the National Assembly Standing Committee is to meet continuously, even during the mid-term break, with many additional programs but the meeting time has not changed, so I consider this to be a very positive and decisive session,” emphasized Delegate Pham Van Hoa./.
