The Ministry of Transport has just announced the conclusion of Deputy Minister of Transport Le Anh Tuan at the meeting to review the implementation of component project 1A of the Tan Van - Nhon Trach construction investment project phase 1 of Ho Chi Minh City Ring Road 3.

According to the report of My Thuan Project Management Board, up to now, the construction progress of the entire project has reached 43%, 10.8% behind schedule.

Of which, CW1 package achieved nearly 64% of the plan, CW2 package only achieved more than 12% due to not receiving enough construction site and scarce sand material supply.

The Ho Chi Minh City Ring Road 3 project, Tan Van - Nhon Trach section, is more than 8km long, passing through Dong Nai province (more than 6km) and Ho Chi Minh City (nearly 2km).

Starting point intersects with Provincial Road 25B (Nhon Trach, Dong Nai). End point intersects with Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

The route is invested with a roadbed width of 20.5 - 26 m, including 4 motor vehicle lanes and 2 mixed vehicle lanes, design speed of 80 km/h.

The total investment capital of the project is about 6,955 billion VND, from ODA loans from the Korean Government through the Economic Development Cooperation Fund and counterpart capital from the Vietnamese Government.

The project started in September 2022 and is expected to be completed in September 2025.

To speed up the project implementation, the Deputy Minister of Transport requested the My Thuan Project Management Board to continue working with Nhon Trach district, urging to speed up the progress of site clearance and relocation of technical infrastructure works to hand over the entire site before March 31, 2024.

"My Thuan Project Management Board and supervision consultants must arrange sufficient personnel to regularly and promptly inspect the site, control the progress and quality of construction to ensure compliance with the approved design and technical instructions; promptly propose solutions to remove difficulties, obstacles or adjustments arising during the construction process," the Deputy Minister directed.

Specific instructions for package CW1, units are required to adjust the overall and detailed construction schedule of the project as a basis for implementation to ensure completion before April 30, 2025 according to the direction of the Prime Minister.

In particular, it is necessary to take into account contingency time to handle problems, arising problems or disadvantages in weather, material supply, etc. (if any).

My Thuan Project Management Board and the supervising consultant are responsible for reviewing the approved technical design documents and technical instructions, the construction sequence of the girder structure, and measures to control the construction camber of the main span of Nhon Trach Bridge due to non-simultaneous construction; Urgently complete the construction of the pier body and pier cap beams of the approach spans to promptly install the Super-T girder.

In the CW2 package, the Deputy Minister requested contractors to mobilize all machinery, equipment, and construction resources immediately at locations where the site has been handed over, to compensate for the volume that has been delayed compared to the plan; to proactively seek legal sources of sand materials to fully and promptly supply the project, and to prioritize the coordination of construction in sections that must treat weak soil with long waiting times for loading.

Complete adjustment of investment policy for Nhon Trach bridge in May

Regarding the adjustment of the investment policy to add Nhon Trach bridge unit to the project, the Deputy Minister of Transport assessed that the current progress is very slow.

"Regarding this content, the Government Office has directed to proceed since April 2023, however, it was not until the end of January 2024 that the Ministry of Transport received the submission from the My Thuan Project Management Board.

The investment in the additional Nhon Trach bridge unit is very urgent to ensure synchronous, safe and smooth exploitation of the entire Ho Chi Minh City Ring Road 3 according to the scale of the expressway.

"My Thuan Project Management Board seriously learns from the experience of the slow implementation of the adjustment of the project investment policy; Urgently report on receiving and explaining the comments of the agencies under the Ministry on the project's pre-feasibility study report, complete the dossier, and advise the Ministry of Transport to report to the Government in March 2024.

The next implementation process needs to closely coordinate with the units of the Appraisal Council, especially with the appraisal agency, the Ministry of Planning and Investment, to promptly report, receive, and strive to complete the adjustment of the investment policy in May 2024," the leader of the Ministry of Transport directed.

My Thuan Project Management Board is also required to proactively organize the implementation of the next steps of approving the adjustment of the investment project; negotiate with the sponsor to amend and supplement the loan agreement for the project to speed up the implementation progress, and soon put the project into construction.
