Accordingly, the Secretariat requested Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations at all levels to well implement social security policies, take good care of people's material and spiritual lives; ensure that every household and every person has the conditions to enjoy spring and celebrate Tet.
The Secretariat requested to continue to strictly implement the management and organization of festivals according to regulations, ensuring that activities such as spring celebrations, traditional anniversaries, year-end summaries, New Year meetings, tree planting festivals, etc. are practical, safe, economical, and in line with the cultural lifestyle, traditions, customs, and good practices of the nation. Local leaders, based on the actual situation, decide to organize fireworks displays to welcome the New Year in accordance with local conditions and capabilities, ensuring safety, economy, and not using the state budget.
Secretariat: Strictly prohibit giving or receiving gifts to leaders during Tet in any form
The Secretariat requests that no visits or New Year greetings be organized to superiors and leaders at all levels; no delegations from the Central Committee visit or New Year greetings to Party committees and authorities of provinces and cities; and strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form. In addition, leaders at all levels are only allowed to attend pagodas and festivals when assigned; not to participate in superstitious activities; not to use state budget, means, or public assets against regulations for festival and entertainment activities... Strictly implement regulations on exemplary responsibilities of cadres and party members and things party members are not allowed to do.
The Secretariat also requested solutions to closely inspect and monitor the assurance of security, food safety, environmental sanitation, and disease prevention and control. Strengthen forecasting, market management, price stabilization, and ensure balance between supply and demand of goods and services. Timely detect and strictly handle acts of trade fraud, production and trading of counterfeit and poor-quality goods, speculation, hoarding, and pushing up prices of goods abnormally high for illegal profits.
