From March 1, 2025, the Provincial Police officially took over the Provincial Drug Rehabilitation Center (from the former Department of Labor, Invalids and Social Affairs). After about 1 month of implementing the new model, the operation of the Center remained stable, drug rehabilitation, management, education, training, vocational training for students and security and safety issues at the facility have improved a lot. The rights of students according to the policies are fully guaranteed.
Student Nguyen Ngoc T. said: "My labor therapy is still maintained, the only difference is that now the managers and supervisors are police officers. The officers regularly inform and share with us about strictly implementing the provisions of the law, so that when we return, we will stay away from drugs."
Due to the mountainous terrain, security and safety are among the issues of concern at the Provincial Drug Rehabilitation Center. Immediately upon taking over, the Center arranged 7 key teams at key locations with the support of the mobile police force; ensuring security and order both inside and outside the Center. At the same time, it urgently completed the work process, clearly assigned responsibilities to each department and team to operate the new apparatus most effectively. In which, the work was maintained in the form of signing fixed-term labor contracts with 43 former employees who were officers and civil servants of the former Department of Labor, Invalids and Social Affairs.
Lieutenant Colonel Luong Thanh Tuat, Head of the Drug Rehabilitation Center (Drug Crime Investigation Police Department, Provincial Police) shared: The center currently has more than 700 students. In the coming time, some new regulations will be added; political and legal education will be strengthened; healthy lifestyles and habits will be created for students. At the same time, supervision measures will be tightened so that drug rehabilitation, management, education, and vocational training for students will be more effective; ensuring the goal of successful drug rehabilitation and avoiding relapse after reintegration into the community.
Along with receiving new functions and tasks, from March 1, 2025, the district-level police were officially dissolved, and the commune-level police were decentralized and strengthened with many tasks, becoming one of the spearhead forces in the fight against crime. In order to ensure that the investigation and handling of crimes is in accordance with the law and is continuous and uninterrupted, the Provincial Police proactively deployed many solutions to remove initial difficulties and obstacles, while improving the effectiveness of crime prevention, detection, investigation and handling right from the grassroots level.
According to Lieutenant Colonel Tran Chi Kien, Deputy Chief of the Office of the Investigation Police Agency (Provincial Police), previously, most investigators assigned to the Commune Police only conducted activities of receiving and initially verifying information about crimes, did not conduct investigation activities, and did not have much practical experience. Therefore, taking on the additional position of investigator, directly conducting investigation and verification activities will create a huge amount of additional work, especially for the police of key wards and communes, with a large number of cases and incidents.
To carry out the task of investigating and handling crimes according to the new model, without violating criminal procedures, the Provincial Police established 4 grassroots investigation teams in charge of 4 areas: Ha Long; Dong Trieu, Uong Bi, Quang Yen; Cam Pha, Van Don, Co To, Ba Che, Tien Yen; Mong Cai, Hai Ha, Dam Ha, Binh Lieu. Working teams belonging to the Investigation Team of the Provincial Police Investigation Agency Office, Carry out the task of investigating and handling crimes under the authority of the old district-level police investigation agency and guide the commune-level police.
From March 1, 2025 to present, the police force of communes, wards and towns has received 7 reports of crimes, investigated and handled 7 cases/7 suspects. The investigation and handling of crimes by the police at the commune level ensures compliance with the provisions of the law, preventing violations in criminal proceedings and negativity in the investigation and handling of crimes.
To improve the overall effectiveness and efficiency of commune-level police, one of the innovative and creative solutions of the Provincial Police is to assign leaders of professional departments to be directly in charge of all police stations in communes, wards and towns. At the same time, the Party Committee and the Provincial Police Department's Board of Directors held direct dialogues, listened to and answered questions and difficulties from commune-level police after 1 month of implementing the new model. Through the dialogues, the police of communes, wards and towns basically grasped the regulations, raised their sense of responsibility, enthusiastically strived to complete assigned tasks and targets, and ensured security and order in the area.
