
Houses made from understanding and sharing
Early last August, Ms. Hoang Thi Hai and her four children in village 7, Quynh Vinh commune (Hoang Mai town) were able to move into a new, solid and spacious house.
Ms. Hai shared: 5 years after her husband passed away, she alone shouldered the burden of life for 4 mouths in the house, because 3 children were of school age. When the North-South Expressway project passed through the area, although only part of the family's residential land was reclaimed, but because the land was in a mountainous area, many households after compensation had to move to a new place; she felt sad because her house was degraded, landslides and the mother and her 4 children living in a remote place also wanted to move to a new house, but "we were powerless", no one shared, "shouldered" with her at times like this.

Understanding the situation of Hai and her children, the Party Committee and authorities of Quynh Vinh commune and Hoang Mai town encouraged and committed to supporting money to build a new house, which motivated her to build a spacious house worth a total of 490 million VND, along with additional support from her parents and her own money.
On the day of the inauguration of the new house, Hai and her children were moved when the Party Committee, government, Fatherland Front and mass organizations of Quynh Vinh commune bought some additional household items such as electric fans, blankets, teapots, etc.
Also in August, in Mon Son commune, Con Cuong district, two families, Ms. Vi Thi La, in Thai Hoa village and Ms. Ngan Thi Thuyen, in Nam Son village, moved into new houses. In addition to the support funds from businesses through the appeal and connection of Mon Son Border Guard Station (50 million VND for each house plus the mobilization of relatives), officers and soldiers of Mon Son Border Guard Station directly built the houses; local officers and people contributed to leveling the ground, digging the foundation, making the yard, transporting each brick, bucket of sand, and bag of cement for construction.

Along with the 3 poor households with housing difficulties mentioned above, in the past 6 months, the whole province has had 3,940 families supported with housing, which at the grassroots level is called "Housing 21". Called "Housing 21" because these are houses that were mobilized and supported to build based on the direction and mobilization of the entire political system of the Provincial Party Standing Committee according to Directive No. 21, dated January 17, 2023 on "Strengthening the leadership of the Party in mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties.
Mobilize the entire political system into action
It can be said that the socio-economic conditions in each region, locality and in the whole Nghe An province are increasingly changing in a progressive direction. The living conditions of the people are gradually improving and rising. However, somewhere there are still difficult and unfortunate lives and circumstances where a house that is “closed above and durable below” is a distant dream.
From understanding and with affection, responsibility, and concern for how to help the poor improve their housing, "settle down" to "find a job", contributing to the goal of reducing the multidimensional poverty rate according to the Resolution of the 19th Provincial Party Congress, term 2020 - 2025; on the basis of the advice of the Standing Committee of the Provincial Fatherland Front Committee, the Standing Committee of Nghe An Provincial Party Committee issued Directive No. 21 dated January 17, 2023 on "Strengthening the Party's leadership in mobilizing and supporting the construction and repair of houses for the poor and people with difficult housing circumstances".

Implementing Directive 21 of the Provincial Party Committee Standing Committee, all levels have carried out the work methodically and responsibly: Establishing a steering committee at three levels: Provincial, District and Commune - headed by the Party Committee Secretary; establishing working groups at the block, hamlet, village and commune levels; organizing launching ceremonies at the provincial level and many localities; conducting a general review and approval of subjects in need of support for house building; especially propagating and mobilizing resources to support house building for the poor and those in difficult housing circumstances.
Nghe An mobilized more than 34,000 people to participate in the steering committee and support teams from the province to the grassroots to serve the work of mobilizing and supporting the construction of houses for the poor and people with difficult housing circumstances.
Comrade Le Van Ngoc - Standing Vice Chairman of the Provincial Fatherland Front Committee affirmed: The valuable thing about this program is that no Party organization is left out; the "skillful mass mobilization" of the heads of Party committees and authorities from the province to the grassroots has called on the entire political system and the whole society to participate. Particularly at the provincial level, departments, branches, agencies and units have registered to support the construction of houses for the poor with a total of 1,619 houses.

As of August 10, 2023, collectives and individuals inside and outside the province have registered to build 12,568 houses, equivalent to 637 billion VND; of which the actual amount entered into accounts at all levels is 270 billion VND (137 billion VND at the provincial level alone).
Of the total 12,568 houses registered by groups and individuals, 3,940 have been built and handed over to residents, with a total value of 197 billion VND (more than the combined results of house building in 2021 - 2022). Of the total number of houses built, the Public Security sector has contributed the most with 2,820 registered houses and up to now, all 2,820 houses have been completed, ahead of schedule (August 19).
Not only contributing funds, the police force also directly presided over the construction of prefabricated houses for the people; with the joint participation of officials, civil servants from the district to the grassroots level and people of 6 mountainous districts, creating a "campaign" to contribute funds, working days for leveling the ground, making foundations, bringing materials into construction...

Integrating resources to build housing for the poor
Through the review of localities, the whole province has about 15,000 households needing housing support; of which about 10,000 houses need to be newly built and 5,000 houses need to be repaired; the requirement is to be completed within 3 years 2023 - 2025.
To ensure the completion of this goal, according to the sharing of the Standing Vice Chairman of the Provincial Fatherland Front Committee, the guiding viewpoint of the Provincial Steering Committee, in addition to focusing on mobilizing socialized resources, will integrate resources from two national target programs on sustainable poverty reduction and socio-economic development in ethnic minority areas to support house building.

For the poor, those in difficult housing situations who do not have counterpart funds from their families (because in reality there are households that cannot have a single penny), who do not receive support from mobilized sources or combine the two programs, the province directs localities to propagate and mobilize these households to receive housing support in the form of "turnkey" prefabricated houses like the houses that the Public Security sector has done.
The movement to build houses for the poor according to Directive No. 21 of the Provincial Party Committee Standing Committee has spread, becoming a climax and campaign in localities in Nghe An province. In addition to solving housing problems for people, the greater benefit, according to the reflection of the grassroots, has contributed to building solidarity, cohesion, and closerness between cadres and people, between people and people, tightening the village spirit of "helping each other in times of need"; especially contributing to building the image of cadres and armed forces truly for the people.
