In the first 6 months of the year, the home affairs sector has focused on implementing the motto of action "Discipline, exemplary, professional, effective" of the Ministry of Home Affairs in 2024 and achieved many important results.

The work of arranging administrative units at district and commune levels in the province has been implemented synchronously and effectively, ensuring compliance with regulations, in line with voters' wishes and receiving consensus from the people. Basically completing the appraisal and approval of job positions of agencies and units in the province.

Administrative reform (AR) work has been focused on directing, implementing synchronously and drastically. The sector proactively advised the Provincial People's Committee to organize a conference to evaluate the PCI, PAR INDEX, PAPI, SIPAS indexes; established the Steering Committee for Administrative Reform of Quang Tri province; developed the content of the proposal to sign a commitment to improve the PAR INDEX, SIPAS, PAPI indexes of the heads of agencies, units, and localities with the Chairman of the Provincial People's Committee.

Advise on the organization of the reception of civil servants (without examination, must go through testing and assessment) for 19 cases at the request of 11 agencies, units and localities; is appraising to advise the Provincial People's Committee to develop a plan to recruit civil servants (by examination) in 2024 in conjunction with the reduction of staff due to the streamlining of staff in the period of 2022 - 2026.

Advise the Chairman of the Provincial People's Committee to decide on the appointment, reappointment, assignment, extension of term of office, cessation of concurrent office... for 25 cases under the management of the Provincial Party Standing Committee and the Party Committee of the Provincial People's Committee. Approve the results of reviewing and supplementing the personnel planning for the period 2021 - 2026 for 15 positions in 4 departments, branches and sectors; planning for the period 2026 - 2031 for 24 positions in 5 departments, branches and sectors...

Policy work, salary, training, fostering, emulation, rewards, beliefs, religions, document management, archives, inspection and examination continue to be implemented effectively, promptly, and in accordance with regulations. Promote the building of a team of cadres, civil servants, public employees and workers with sufficient qualities, qualifications and capacity to meet the requirements of tasks in the new situation.

Regarding the tasks for the last 6 months of the year, the home affairs sector continues to innovate the direction and operation of administrative reform, specify the targets and tasks and ensure the quality and progress of the contents specified in Resolution No. 01-NQ/TU dated November 4, 2021 of the Provincial Party Committee, the Provincial State Administrative Reform Master Program for the period 2021-2030, and the Administrative Reform Plan for 2024.

Implement the measurement of people's and organizations' satisfaction with the services of state administrative agencies in the province (SIPAS); develop a project to conduct a sociological survey to determine the PAR INDEX.

Arrange and reorganize administrative organizations and public service units to ensure compliance with regulations. Carry out personnel work, recruitment, salary policies, training and management of staff, civil servants and public employees in a timely manner and in accordance with legal regulations. Organize and implement the Resolution of the National Assembly Standing Committee on the Arrangement of District and Commune-level Administrative Units for the 2023-2025 period.

Advise the Provincial People's Committee to submit to the Provincial People's Council for approval a resolution stipulating support policies for commune-level cadres, civil servants and non-professional workers at the commune level who retire early or quit their jobs due to redundancy due to the rearrangement of commune-level administrative units in the province in the period 2023-2030.

Continue to inspect the compliance with discipline and administrative discipline for cadres, civil servants and public employees at agencies, units and localities in the province according to Directive No. 26/CT-TTg dated September 5, 2016 of the Prime Minister...
