Recognizing the role of transport infrastructure in socio-economic development goals and plans, as a state management agency in the field of transport, over the past year, the Department of Transport has proactively coordinated with relevant departments and branches to provide opinions and advice to the Provincial People's Committee on implementing road transport infrastructure planning; seaport planning; land and water area planning for seaports; adjusting railway network planning and over 80 general planning projects, zoning plans, and details of departments, branches, and localities...
At the same time, the Department continues to advise on accelerating the progress of synchronous development of transport infrastructure by promptly resolving problems under the responsibility of the Department, urging investors to accelerate the construction progress of key projects and regional connection projects, creating conditions for the province to implement new development ideas, reduce regional disparities, and improve the efficiency of investment attraction. In 2024, the Department appraised 112 design and estimate documents; organized 38 inspections of construction works according to regulations; regularly coordinated with investors and project management boards to promptly remove related difficulties and problems, and accelerate project progress. This has significantly contributed to the province completing and putting into use 152.3km of roads including: Provincial Road 342, Provincial Road 335, Ben Rung Bridge approach road and the system of district and commune roads; coordinating with Hai Phong City to complete Ben Rung Bridge; completing Binh Minh Bridge; Invest and announce 80.1km of new local inland waterways...
In transportation activities, the Department tightened management and proactively implemented a number of solutions to remove difficulties for transportation businesses. The highlight is advising the Provincial People's Committee to issue Decision No. 43/2024/QD-UBND (dated October 8, 2024) stipulating measures to manage the operation of inland waterway vehicles serving tourists in Ha Long Bay and Bai Tu Long Bay (replacing Decision No. 4088/2015/QD-UBND dated December 21, 2015). Transportation activities were maintained stably, with revenue and transport output indicators increasing compared to the same period in 2023. In 2024, nearly 100 million passengers were transported, an increase of nearly 30%; the volume of transported goods reached over 426 million tons, an increase of nearly 25%; Revenue from transportation - warehousing and transportation support activities reached over 50,000 billion VND.
Carrying out the task of managing and maintaining traffic infrastructure, the Department performs the state management function with 5 modes of transport to ensure smooth traffic, order and safety, meeting the needs of socio-economic development. In 2024, during the third storm that hit the province, Quang Ninh was in the eye of the storm and suffered terrible devastation; many roads were eroded, vehicles were submerged, infrastructure was damaged, causing local traffic disruption in many areas. In that context, the Department has activated the highest level of storm response plans and tasks. With the goal of ensuring the earliest and smoothest traffic system to serve search and rescue work, overcome consequences, restore production, and stabilize people's lives, immediately after the storm, the Department organized delegations to inspect, determine damage, proactively overcome, and ensure traffic according to the 4 on-site motto. Thanks to the proactive and timely actions, after only 2 days, the road traffic routes in the province were smooth and safe. Thanks to the convenient traffic, incidents of power, water and telecommunication network outages were resolved more quickly due to the convenient movement between areas; production and business activities quickly returned.
Particularly, the work of vehicle registration, training, testing, and granting driving licenses has been tightened by requiring units to review and improve the quality of activities to ensure compliance with legal regulations. The Department has also promoted comprehensive digital transformation; implemented the arrangement and streamlining of the apparatus in the direction of "Straight - compact - strong - effective - efficient - effective", proposed a plan to merge the two Departments of Transport and Construction in accordance with the direction of the central government and the province...
