On the morning of February 3, Minister of Transport Tran Hong Minh chaired a meeting to deploy work for February 2025. One of the key contents that the Minister especially emphasized was the completion of the target of 3,000km of expressway this year.
In addition to setting specific requirements, the Minister also suggested a number of solutions to tightly control progress.
Focus on removing difficulties in materials and loading
Reporting at the conference, Mr. Le Quyet Tien, Director of the Department of Construction Investment Management, said that it is expected that in 2025, about 1,188 km of expressways will be completed, concentrated in 28 projects/component projects.
With 17 projects (total length of 889 km) managed by the Ministry of Transport, 13 projects (745 km) have progressed as required, including: 10 component projects of the North - South Eastern Expressway in the 2021 - 2025 period from Ha Tinh to Khanh Hoa (610 km); Lo Te - Rach Soi (51.5 km); Cao Lanh - Lo Te (29 km); Ben Luc - Long Thanh (except Phuoc Khanh bridge) 55 km long.
Four projects (144 km) need to focus on removing difficulties. In particular, at the Can Tho - Hau Giang and Hau Giang - Ca Mau expressways (111 km), My Thuan Project Management Board needs to closely coordinate with localities with mines to ensure exploitation capacity, adjust design solutions to shorten loading time and wait for settlement.
At the Hoa Lien - Tuy Loan project (11.5km), the Bien Hoa - Vung Tau expressway component 2 project (18km), the Ho Chi Minh Road Project Management Board and Project Management Board 85 need to continue to coordinate with the locality to complete the site clearance work, and completely resolve the supply of stone and earth materials.
With 11 projects (total length of 299 km) managed by local authorities, there are 2 projects (component 3 Bien Hoa - Vung Tau; component 7 Ho Chi Minh City Ring Road 3) with a total length of 26 km with progress meeting requirements, basically without many problems.
9 projects (Tuyen Quang - Ha Giang section through Tuyen Quang and Ha Giang; components 1, 3 Khanh Hoa - Buon Ma Thuot; components 1, 3, 5 Ho Chi Minh City Ring Road 3; component 1 Cao Lanh - An Huu; component 1 Bien Hoa - Vung Tau) with a total length of 158 km have not met the progress, need to resolve site clearance, construction material sources, and make efforts to implement so that they can be completed in 2025.
Regularly review contractor capacity
Emphasizing that if the entire 1,188 km currently under construction is completed, the transport sector will surpass the 3,000 km milestone, but Deputy Minister of Transport Nguyen Duy Lam noted that there are currently nearly 300 km of expressways that still need to be tightly controlled in terms of implementation.
"For projects managed by localities, the Vietnam Expressway Administration needs to regularly monitor and advise the Ministry's leaders to work with localities to promptly remove difficulties and speed up progress," said the Deputy Minister.
Deputy Minister of Transport Le Anh Tuan added that for large transport projects, the difficulty in the past was the source of sand, now it is the foundation construction materials. The demand for foundation construction materials in projects in the Southwest region or Long Thanh Airport is concentrated in Binh Duong and Dong Nai.
The project management board needs to synthesize the demand for construction materials for foundations in projects in the Southwest region and the Mekong Delta, and plan which mines to source them from to have a reasonable coordination plan between projects.
Expressing his confidence in the progress of the expressway sections from Ha Tinh to Quang Tri, Minister Tran Hong Minh said that the most worrying thing now is the component projects passing through the South Central region and the Mekong Delta.
Instructing investors to regularly review and evaluate contractors' capacity, he also required project management personnel to regularly be present at the site with quality management agencies, consultants, and contractors to identify problems and promptly resolve them.
"In particular, at the Can Tho - Ca Mau expressway project, the horizontal expressway, the construction really needs sand loading. But if there is not enough sand, there is no time left, there must be a solution. Agencies, including research institutes, must join in the survey, evaluation, and find a construction plan so that the weak soil area will soon stop sinking but still meet technical requirements," the Minister directed.
Determined to complete a huge amount of work
Appreciating the results achieved by agencies and units in January 2025 and sending New Year greetings to representatives of agencies and units, Minister Tran Hong Minh emphasized: the agencies have implemented with a spirit of determination and resolve.
In particular, in the railway sector, in a very short time, many documents, draft resolutions, and pre-feasibility study reports for the Lao Cai - Hanoi - Hai Phong railway project have been completed and submitted to competent authorities for review and comments.
Going straight to the key tasks in the coming time, the Minister requested that from now until the second quarter of 2025, the work of drafting legal documents must be focused on. "The drafting and promulgation of standards and norms that are lacking in various fields is one of the issues that needs special attention. Without norms, it is impossible to draft unit prices," the Minister noted.
Regarding construction investment activities, according to the Minister, the amount of work to be done in 2025 is huge. Roads must complete the target of 3,000 km of expressway. In addition to striving to start the Lao Cai - Hanoi - Hai Phong project, the railway also needs to complete investment studies for many other routes.
The important task of the aviation industry is to basically complete the Long Thanh International Airport project in accordance with the direction of the Prime Minister.
Reiterating the Prime Minister’s instructions during his inspection of key transport projects at the beginning of the year, Minister Tran Hong Minh requested investors to continue studying phase 2 (expansion investment) for any expressway sections that are completed by April 30. Projects that are completed in the later stages also need to prepare plans.
Paying special attention to the Long Thanh International Airport project, the Minister noted that some packages of the project have not yet selected contractors, the total value of the project is only about 30% complete. The Bien Hoa - Vung Tau Expressway is at risk of being behind schedule. Any solution to this difficulty is also an issue that needs to be quickly answered.
With the Dong Dang - Tra Linh project, the Ministry's specialized agencies need to support the two provinces of Lang Son and Cao Bang to complete procedures and soon invest in phase 2 to promote investment efficiency.
"Relevant units need to soon study the investment project to upgrade National Highway 51 to 8 lanes on an urban scale according to 2 options: PPP or public investment (with toll collection), first of all, it is necessary to completely resolve related financial work; Complete the project to remove obstacles for BOT projects to submit to the National Assembly for comments at the May 2025 session; Urgently complete synchronous investment procedures when the expressways come into operation," the Minister directed.
