Soc, Son, Dong Anh, Me Linh and Gia Lam are 4 districts of Hanoi. The common point of these 4 districts is that they have strengths in agricultural production, are promoting the construction of advanced new rural areas, model new rural areas, and have many recognized OCOP products. In recent times, the implementation of Program 07-CTr/TU of the City Party Committee on promoting the development of science, technology and innovation and Resolution 52-NQ-TW of the Politburo on policies and guidelines for proactively participating in the 4.0 Industrial Revolution in the districts has had many positive changes and brought practical results.

Working scene.

Activities of applying scientific and technological advances, applying information technology in State administrative management, innovation work, activities of maintaining and improving the quality management system according to ISO 9001:2015 standards, building brands of agricultural products, craft village products... have been implemented by the districts. Applying information technology in management and operation activities as well as in all aspects of the socio-economy contributes to creating a favorable working environment for cadres, civil servants, and workers, and activities serving the people are implemented quickly, conveniently, and securely.

The application of new technical advances in production has contributed to improving labor and social productivity, typically in agricultural production. Gradually forming concentrated production areas, agricultural production and consumption chains with relatively stable output, meeting the raw material source for agricultural processing activities. Regularly applying information technology and new technology to production, business and management activities in the area.

Through actively participating in emulation movements, implementing and applying initiatives and experiences of individuals at work units, it has contributed to improving the quality and efficiency of work at agencies and units in the area.

Many enterprises, farms, cooperatives, and households producing, processing, and preserving agricultural products have applied high technology to the production process, creating many agricultural products with outstanding productivity, high added value, and food safety, meeting the consumption needs of the people. Pharmaceutical products with protected trademarks all play a role in production and business, bringing value to society.

However, according to the districts, the implementation of promoting the development of science, technology and innovation, and proactively participating in the fourth industrial revolution in the area still has many limitations in terms of infrastructure. Policies to support high technology and attract investment in high-tech agriculture are still difficult. Enterprises are not really interested in investing in applying high technology in agricultural production.

On that basis, district representatives recommended that the City and the Department of Science and Technology continue to pay attention to supporting the registration of product trademark protection; support the implementation of intellectual property development tasks. In particular, organize training, study and exchange experiences, improve professional expertise for leaders, experts, civil servants at district and commune levels in the field of science and technology. Along with that, there are mechanisms to support, encourage, and guide people and businesses to apply scientific and technological advances in production; implement high-tech agricultural production models; handle environmental pollution, waste in livestock farming, etc.

At the conference, scientists, experts, and leaders of specialized departments under the Hanoi Department of Science and Technology answered recommendations and proposals from districts related to the field of science, technology, and innovation. Along with that, they oriented and advised localities on plans to select and implement science, technology, and innovation tasks appropriate to the reality of each locality.

Speaking at the meeting, Deputy Director of Hanoi Department of Science and Technology Nguyen Quoc Ha assessed that the districts have actively and seriously implemented the science and technology tasks and Program 07 of the City Party Committee, science and technology have been widely applied in all fields.

Suggesting future science and technology tasks, Mr. Nguyen Quoc Ha recommended that localities should base on the actual situation and requirements from the locality to propose appropriate scientific tasks. Along with that, it is necessary to promote annual order connections. The Department will be a bridge between scientists, enterprises and localities to transfer science and technology into practice. At the same time, it is necessary to continue reviewing and promoting the value of products that have been protected by trademarks; effectively implementing Program 07 of the City Party Committee to develop science and technology potential; applying technology to improve productivity, quality and competitiveness for the local economy...
