Improving the leadership capacity of grassroots party organizations

Innovation to improve quality of life

The Party cell is the foundation of the Party, the political nucleus at the grassroots level. If we want the Party to be strong, the "roots" must be strong, the "cells" must be healthy, that is why every year, Party committees at all levels have constantly innovated leadership methods, regularly improving the quality of Party cell activities to be closer to reality.

With the Party cell of Pung Giat 1 village, Muong Muon commune (Muong Cha district), it has become a habit, the Party cell regularly organizes periodic activities according to the plan in the first week of every month. The activities always clearly demonstrate a democratic and open atmosphere. Providing information and evaluating the results of the Party cell's task implementation are always associated with the responsibilities of each Party member and head of the Party Committee.

Mr. Lo Van Cho, Secretary of the Party Cell of Pung Giat 1 village, said: The Party Cell currently has 21 Party members. In previous years, the quality of Party Cell activities was not high; the working routine was not well maintained; the content was still poor, monotonous, and there was a lack of specialized activities. Along with that, self-criticism and criticism were still limited, and Party members could not fully promote their pioneering and exemplary roles in residential areas.

Following the direction of the superior Party Committee on improving the quality of Party cell activities in the new situation, Mr. Cho has promoted his role and sense of responsibility, directing Party members to immediately rectify the situation of not attending meetings on time, being absent without reason... Up to now, Party members have realized that participating in meetings and expressing opinions is not only a responsibility but also a right, an opportunity to express opinions, participate in giving opinions to build resolutions, and build the Party.

Innovation and improvement of the quality of Party cell activities are regular contents directed by the Central and Provincial Party Committees. This is even more important for Party organizations in remote, isolated and border areas. In Nam Po district, in recent years, although the organization of Party cell activities has had many positive changes, in practice there are still some shortcomings and limitations such as: Some Party cells maintain a working regime that does not comply with regulations, some places have not done a good job of preparing Party cell meeting contents, the quality of Party cell secretaries' management of activities is still limited; the percentage of Party members participating in monthly Party cell activities is not high, averaging over 70%...

To overcome this situation, the District Party Executive Committee issued Resolution No. 09-NQ/HU on improving the quality of activities and leadership capacity of Party organizations in the area for the period 2020 - 2025. At the same time, implementing model Party cell activities in Na Khoa, Phin Ho, and Na Hy communes. After being evaluated as effective, the district directed the communes to replicate this model, thereby gradually improving the quality of activities.

Building a team of staff to meet requirements

Identifying cadres as the root of all work, cadres are the decisive factor, the key link in Party building work; under the leadership of the Party Executive Committee, the Provincial Party Standing Committee, through each term, Party committees at all levels have done well in planning, training, fostering, mobilizing and rotating cadres. These contents are all implemented to ensure principles, standards, strictness and democracy.

Since the beginning of the 2020-2025 term, the province has organized two pilot examinations for the positions of deputy leaders and managers of provincial departments and branches; arranged, assigned, rotated, appointed, and introduced 382 candidates. Rotated cadres feel secure in their work, voluntarily practice their moral qualities, lifestyle, political qualities, professional skills, closely attached to the grassroots, accumulated practical experience, and quickly approached new working conditions and environments. Thereby, actively contributing to helping localities and units stabilize their apparatus, cadres, leaders, and directions to promote socio-economic development, ensure national defense and security; and are recognized, agreed, and supported by cadres, party members, and people.

Mr. Nguyen Tien Dat, Secretary of the District Party Committee, Chairman of the People's Council of Muong Ang District, said: From 2016 to now, the Standing Committee of the District Party Committee has mobilized and transferred nearly 20 cadres who are leaders of departments and offices to the commune and from the commune to the district. Through practice, it can be seen that although these comrades are young, they have capacity, qualifications, enthusiasm, and understanding of the area, so this will be an important force, a source of future cadres of the district.

Not only focusing on the work of mobilizing and rotating cadres, over the years, Party committees at all levels have also done a good job of planning, training and fostering cadres, especially young cadres. In the past 3 years, the whole province has had nearly 30,000 cadres participating in training and fostering courses. In general, after training and fostering, the qualifications of the cadres all meet the prescribed standards.
