The People's Committee of Nam Dinh province has just submitted a proposal to the Prime Minister to allow the province to prepare a pre-feasibility study report for the project to build the Ha Nam - Nam Dinh expressway (CT.11), phase 1 from Phu Ly city, Ha Nam province to Nam Dinh city, Nam Dinh province.
According to the plan, the Ha Nam - Nam Dinh expressway (CT.11) has its starting point at Km 0+00 (Cau Gie - Ninh Binh expressway, Ha Nam province); The end point intersects with the Ninh Binh - Hai Phong expressway (CT.08) with a total length of about 50.6km.

The project route will be built to the standard scale of a complete 4-lane highway, emergency lanes on both sides, parallel roads, frontage roads on both sides, and a design speed of 100km/h.
In phase 1, the project will invest in constructing the section from the beginning of the route Km 0+00 (Cau Gie - Ninh Binh Expressway, Ha Nam province) to the intersection with National Highway 10, Nam Dinh city before 2030 (phase 2021-2025 and 2026-2030) with a length of about 25.1km, of which the section through Ha Nam province is about 16.6km, the section through Nam Dinh province is about 8.5km.
The total investment of the project in phase 1 is estimated at about 9,400 billion VND from the central budget, provincial budget and other legal capital sources. The implementation period of the project in phase 1 is from 2024-2028; The entire cost of site clearance will be arranged by the People's Committees of Nam Dinh and Ha Nam provinces for the section passing through the province.
In the submission, the People's Committee of Nam Dinh province proposed that the Government assign the province as the competent authority to implement the project to complete the construction of the Ha Nam - Nam Dinh expressway (CT.11).
For the BOT section (from My Loc toll station in Nam Dinh province to National Highway 10, Nam Dinh city, about 3.9 km long), the toll collection period will expire in 2028. The Nam Dinh Provincial People's Committee will negotiate to liquidate the contract in 2025 (the project's commencement date) using the provincial budget to invest synchronously according to the scale of the expressway along the entire route.
It is known that National Highway 21B from Liem Tuyen, Phu Ly City, Ha Nam Province to National Highway 10, Nam Dinh City is the main traffic axis, the vital artery connecting Nam Dinh Province and the Southern Red River Delta region to Ha Nam Province, Hanoi City and the Northern provinces.
The route is planned to be upgraded to an expressway with a total expected length of about 50km, with a complete scale of 4 lanes.
