ANTD.VN - The Ministry of Finance requires localities to strengthen management and grasp the situation to strictly handle businesses that intentionally provide services of buying/selling lottery tickets over the Internet in violation of regulations. In case of signs of criminal violations, the case will be transferred to the police for investigation and handling.
In a document recently sent to the People's Committees of provinces and cities, the Ministry of Finance has proposed to rectify the distribution of lottery tickets over the Internet.
The Ministry of Finance stated that in 2022, the Ministry has issued a document requesting the People's Committees of provinces and cities to direct relevant units to strengthen inspection and supervision of lottery business activities to prevent and combat the service of buying lottery tickets via the Internet.
However, the Ministry has found that organizations and individuals continue to provide services for purchasing foreign lottery tickets, domestic lottery tickets, and electronic lottery tickets via the Internet. This affects licensed lottery business activities and local budget revenues.
According to the Ministry of Finance, there are currently two groups providing online lottery ticket purchasing services: those that purchase and distribute foreign lottery products and those that purchase and distribute domestic lottery products via the Internet.

Regarding the purchase and distribution of foreign lottery products, the Ministry of Finance named a number of websites such as Onbit.vn and Thelotter.com. The Ministry affirmed that, based on legal regulations, websites, applications, and software that allow customers in Vietnam to purchase foreign lottery tickets are in violation of the law.
According to the Ministry of Finance's assessment, purchasing and distributing foreign lottery products has an unfair competitive impact on domestic legal lottery business activities; affects state budget revenue from legal lottery business activities and tax evasion.
"The more worrying issue is that buying foreign lottery tickets through websites/apps does not guarantee that customers will be paid when they win because it involves transferring money from abroad to Vietnam, which can easily lead to disputes that affect social order and safety," the Ministry of Finance raised the issue.
Regarding purchasing and distributing domestic lottery products, the Ministry of Finance also pointed out a number of websites such as vesohung.online, muahoveso.vn, luckybest.vn, mylucky.com.vn, gimolott.vn, vesoonlines.com...
Along with that is the purchasing service through e-wallets of some commercial banks such as Sacombank, e-wallets Zalo Pay, Viettel Pay, Momo; through applications of independent businesses on cyberspace such as Mobilott, LuckyBest, Vicon, Lucky Lotter, My Viet Lottery...
The Ministry of Finance believes that websites that purchase and distribute traditional lottery products domestically are violating regulations on distribution methods and distribution areas.
These activities pose many risks, causing social disorder and insecurity; causing difficulties in the management and operation of the lottery market by the management agency; tax evasion, unfair competition with agents, affecting budget revenue; and risk being exploited for disguised gambling or deceiving customers.
Regarding the above issues, the Ministry of Finance requested the People's Committees of provinces and cities to direct business registration agencies to review the issuance of business registration for lottery agency services in the area, ensuring compliance with legal regulations.
Direct lottery companies in the area to rectify traditional lottery ticket distribution activities and comply with legal regulations in organizing lottery business.
In particular, the Ministry of Finance requires localities to direct the police, the Department of Finance, and local authorities to manage and grasp the situation to strictly handle businesses that intentionally provide services of purchasing/selling lottery tickets over the Internet in violation of regulations and handle administrative violations according to regulations.
In case of signs of criminal violations, the case will be transferred to the police for investigation and handling.
In addition, for the People's Committee of Ho Chi Minh City, the Ministry of Finance proposed to inspect the operations of Onbit Vietnam Company Limited, including: business lines; Is the lottery ticket purchasing activity of this enterprise in accordance with the business registration certificate? Is it in accordance with the provisions of law? In case of violation, it is proposed to handle according to the provisions of law on lottery business and law on enterprises.
For the People's Committees of Hanoi City, Soc Trang Province, and Dong Nai Province, the Ministry of Finance requests that businesses registered for business in the area according to the attached list be inspected and the provision of domestic lottery ticket purchasing services be inspected.
Including: Does the enterprise sign a lottery agency contract with lottery companies (for enterprises that have registered their business lines as lottery agents); is the online lottery ticket sales activity in accordance with the business license and regulations? In case of detecting violations, the Ministry proposes to handle the violations.
Processing results will be sent to the Ministry of Finance before September 30 for information synthesis, management and reporting to the Government.
