TPO - The People's Committee of Binh Tan District (HCMC) is piloting an exam to recruit the head of the Department of Education and Training (DET) in 2024. The person currently holding the position of head of the DET in Binh Tan District will retire in September.
Binh Tan District People's Committee has just issued a plan to pilot the recruitment exam for leadership and management positions at the district office level in 2024.
The recruitment position is Head of the Department of Education and Training of Binh Tan district with a quota of 1 person.
Binh Tan District People's Committee clearly stipulates the subjects registering to participate in the recruitment of the head of the Department of Education and Training as follows:
- Officials, civil servants and public employees who meet the conditions, standards and are in the planning for the position of head of the district's Department of Education and Training, currently working at agencies and units in Binh Tan district.
- Principals of public schools in Binh Tan district.

For personnel from other localities, cadres, civil servants and public employees working in agencies and units of Ho Chi Minh City who meet the conditions, standards and are in the planning for the position of head of the district and county Department of Education and Training and are approved by the competent authority for cadre management.
In addition, the People's Committee of Binh Tan District nominates cadres, civil servants and public employees who are not in the planning for the position of head of the district's Department of Education and Training but are in the planning for equivalent positions (including cases not working at agencies and units under Binh Tan District) selected and nominated by the People's Committee of the District and approved in writing by the Standing Committee of the District Party Committee to participate in the recruitment.
Application conditions
Candidates applying for the position of Head of the Department of Education and Training of Binh Tan district must meet the following conditions:
- Graduated from university of education or graduated from university and have a certificate of pedagogical training.
- Have a diploma of intermediate political theory or higher or have a certificate of equivalent political theory level from a competent authority.
- Have a certificate of training in knowledge and skills of state management at the specialist level or equivalent or higher.
- Have a certificate of training in leadership and management skills at the department level.
- Have at least 5 years of experience working in the education sector.
- Have basic information technology skills; Be able to use foreign languages at a level equivalent to level 3 of the Vietnamese foreign language proficiency framework as required by the job position.
Evaluation and classification results of cadres, civil servants and public employees: Achieving good task completion or higher in 3 consecutive years (2023, 2022, 2021).
2 tough rounds
The recruitment exam will take place in 2 rounds. Round 1 will be a written test on general knowledge (Party guidelines and policies, State policies and laws; Understanding of the field of education and training, responsibilities and tasks of the position being tested)... Exam time is 180 minutes.
Round 2 requires qualified candidates from round 1 to present a project to assess the current situation, analyze the strengths and weaknesses of the unit using the recruitment title and indicate the reasons.
Candidates forecast development trends and propose plans and solutions for the development of agencies and units using the selected title, action programs to implement the plans and solutions of the candidates if appointed to the position of head of the district Department of Education and Training.
Through this, candidates demonstrate their presentation, communication, behavioral, management problem-solving skills, leadership style and answer questions from the examination board and participants.
From October 14 to October 18, the District People's Committee will review the candidates' applications.
Before October 23, the district will announce the list of eligible candidates and the time, location, and topic of the project, 15 days before the exam.
