"A golden year" for Hanoi's emulation work

In 2024, the 70th anniversary of the Liberation of the Capital, Hanoi City continues to take the lead in patriotic emulation movements, with outstanding results in the emulation movement "Good people, good deeds" which has made an important contribution to the implementation of political, socio-economic, defense and security tasks of the Capital.

"A golden year" with the emulation work of the Capital

According to the Hanoi City Emulation and Rewards Committee, throughout each period, stage of development, or when there are major events, Hanoi always launches emulation movements. One of the outstanding movements, bearing the mark of cultural lifestyle and unique identity of Hanoi is the "Good people, good deeds" movement, which has been maintained by the city for more than 30 years, becoming an indispensable "unique feature" in the patriotic emulation movements of the capital, recognized by the Central Government and learned and replicated by many localities across the country.

In particular, 2024 has many major anniversaries and important events, including the 70th anniversary of the Liberation Day of the Capital and the Law on the Capital passed by the National Assembly; at the same time, the City has implemented Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the Capital to 2030, with a vision to 2045. The results achieved in the emulation movement "Good people, good deeds" in particular and patriotic emulation movements in general have made an important contribution to the implementation of the political, socio-economic, national defense and security tasks of the Capital this year.

Notably, the economy continues to grow; many large and important projects have been completed or started. Social security is guaranteed; the poverty rate has rapidly decreased to 0.031% to date. Education and training continue to develop the quality of key education, achieving many achievements; Hanoi is the leading locality in the country in terms of the number of awards in the national excellent student selection exam...

Notably, the work of discovering, praising and replicating advanced models (DHTT) is carried out right from the grassroots level and has become a regular activity of many localities and units. The DHTT models discovered at all levels are increasingly diverse in terms of composition and subjects: cadres, civil servants, public employees, workers in state administrative agencies; grassroots cadres, people; business owners, production and business establishments; religious dignitaries, students, etc. As of September 2024, the City People's Committee decided to award the title "Good people, good deeds" to 657 individuals; in the first half of the year, grassroots levels awarded the title "Good people, good deeds" to over 1,500 individuals.

At the same time, propaganda work continued to have many innovations and spread widely. In particular, the Contest "Writing about good people, good deeds" was maintained with the active participation of officials and reporters from press and media agencies of the Central and City and a large number of contestants who were officials, civil servants, public employees, officers and soldiers, students from schools in the area. In particular, there were more and more authors who were grassroots officials and people in residential groups and residential areas.

Talking to Kinh te & Do thi, Head of the Hanoi City Emulation and Reward Committee Nguyen Cong Bang shared that the unique feature of this year's emulation movement "Good people, good deeds" is that all levels and sectors are associated with the implementation of the 2024 working theme "Discipline, responsibility, action, creativity, development", Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City". That has contributed to bringing practical results, creating a strong change in the awareness, responsibility, and quality of service to the people of the team of cadres and civil servants, building the City government in the direction of professionalism, modernity, effectiveness and efficiency. 2024 is also the 10th year that the City continues to implement the Contest "Writing about good people, good deeds".

Notably, this year is a special year because it marks the 70th anniversary of the Liberation of the Capital, and is considered a “golden year” for Hanoi’s emulation, so from the beginning of the year, the Committee has advised the City to launch an emulation campaign to celebrate the 70th anniversary of the Liberation of the Capital; at the same time, it has proposed that the City launch a specific emulation movement. Typically, after the Law on the Capital (amended) was passed, the Emulation and Reward Committee has advised the City to launch an emulation campaign to effectively implement the Law.

Furthermore, the Law on Emulation and Commendation, which took effect from the beginning of 2024, has created a foundation for developing emulation movements as well as implementing commendation work well. The City's Emulation and Commendation Board has advised the City to issue policies to create a unified foundation for implementing emulation and commendation movements from the City to all levels and sectors - one of the outstanding and timely new points, helping the City's emulation and commendation work not to be interrupted after the Law was passed.

In particular, since the beginning of this year, the City has issued Project No. 03/UBND-DA and Plan No. 88/KH-UBND to organize activities to celebrate the 70th anniversary of the Liberation of the Capital, accordingly implementing many commemorative activities such as: organizing a peak emulation campaign to achieve achievements to celebrate the 70th anniversary of the Liberation of the Capital; organizing a contest to learn about the theme "70 years of the Liberation of the Capital", organizing a film week to celebrate the 70th anniversary of the Liberation of the Capital; launching the creation of literary and artistic works, songs about Hanoi and the Liberation of the Capital; organizing fireworks displays, light art programs to celebrate the 70th anniversary of the Liberation of the Capital... The City will also organize a national celebration of the 70th anniversary of the Liberation of the Capital; organizing a conference to commend the UDTT, good people, good deeds and honor "Outstanding Capital Citizens" in 2024.

Praise correctly and accurately, creating motivation for the whole society.

As a year of the important event of the 70th anniversary of the Liberation of the Capital, the leader of the City's Emulation and Rewards Committee emphasized that, in conjunction with these commemorative activities, this year's Conference to commend outstanding people, good deeds and honor "Outstanding Capital Citizens" will be one of the major activities to celebrate the 70th anniversary of the Liberation of the Capital. Scheduled to take place on October 7 at the Vietnam-Soviet Friendship Labor Cultural Palace, before the national celebration of the 70th anniversary of the Liberation of the Capital, the new point compared to previous years is that the event is larger in scale, with a larger number of delegates (about more than 1,000 people), with a more diverse composition.

Notably, with the promotion of emulation movements from the beginning of the year, up to now, the whole city has seen many examples of good people, good deeds in the fields of socio-economic life and emulation movements. All will be realized through reports and exchanges with typical examples at the Conference.

As for the "Outstanding Capital Citizens" in 2024, they will continue to be selected in various fields, but with a new point of focusing on individuals with outstanding contributions demonstrated through the periods and stages of the Capital's development.

“It has been 14 years since Hanoi City honored “Outstanding Capital Citizens”. It can be seen that the right and accurate praise is not only an encouragement for individuals but also a driving force for the whole society. Therefore, the recent award consideration for the City has been conducted very strictly; the examples that have been commended and honored are truly exemplary, the core of emulation movements. Looking back from 2010 to 2023, the examples of “Outstanding Capital Citizens” after being honored by the City have continued to promote their spirit and responsibility to contribute to their agencies, units in particular and the Capital in general,” emphasized Mr. Nguyen Cong Bang.

Promoting those results, to promote the patriotic emulation movement in the coming time, the leader of the City's Emulation and Reward Board said that the emulation and reward work is determined by the City to build new people, revolutionary people, people with innovation for development. Therefore, in the context of globalization and international integration, the emulation movement needs to be more innovative, practical, effective, timely, closely following the political tasks of agencies and units. At the same time, the rewards need to be implemented more promptly, in which the examples of good people, good deeds that have been rewarded need to be propagated and expanded.

“Agencies and units need to focus on replicating good practices of individuals and groups, so that everyone can clearly see what they can learn and follow from those good deeds. Only then will emulation and reward work be truly effective, because the nature of emulation and reward is to find new factors, new people, new and effective work to build better agencies, units and society,” Mr. Nguyen Cong Bang emphasized.
