This morning, December 1, at Quang Tri Town High School, the Quang Tri Provincial Department of Health organized a rally to respond to the National Action Month for HIV/AIDS Prevention and Control in 2024 and World AIDS Day on December 1. Attending were members of the Provincial Steering Committee 138; representatives of leaders and secretaries of the HIV/AIDS prevention and control program of the Medical Centers of districts, towns and cities in the province and 300 students of Quang Tri Town High School.

The National Action Month for HIV/AIDS Prevention and Control in 2024 with the theme “Equity and equality in access to HIV/AIDS prevention and control services - Towards ending the AIDS epidemic by 2030”. Over the past four decades, the world has made great progress in preventing and combating HIV/AIDS. The disease has been transformed from a “death sentence” to a manageable chronic disease, thanks to medical advances and global commitment.
In Vietnam, thanks to effective HIV/AIDS prevention and control programs, the infection rate has been controlled and the quality of life of people living with HIV has been improved. HIV/AIDS prevention and control work in Quang Tri province has also achieved encouraging results in recent times. The province has controlled the HIV epidemic in the community at 0.05%, more than 6 times lower than the general infection rate of the whole country.
Indicators on HIV/AIDS prevention and control activities have approached the 95-95-95 target to end the AIDS epidemic by 2030 (95% of people living with HIV know their HIV status; 95% of people diagnosed with HIV are treated with ARVs; 95% of people treated with ARVs have viral loads below the suppression threshold).
HIV/AIDS prevention and control activities have been strongly and synchronously implemented in a comprehensive approach and providing services from prevention, testing and treatment of HIV/AIDS. By effectively implementing mother-to-child transmission prevention activities, since 2015, all children born to HIV-infected mothers have tested negative for HIV.
Every year, communication activities, HIV screening and testing counseling for pregnant women, and HIV/AIDS prevention treatment are widely implemented throughout the province. HIV-infected people have comprehensive access to HIV treatment services and are covered 100% by the health insurance fund and local budget for care and treatment costs.
To date, the HIV-infected people management information system (HIV-INFO) version 4.0 and the ARV treatment management and drug supply software (HMED) have been deployed to 10 districts, towns, cities and 100% of communes, wards and towns.

Although many results have been achieved, HIV/AIDS prevention and control in the province still shows some shortcomings and difficulties such as: adequate knowledge about HIV/AIDS and implementation of safe behaviors to prevent HIV infection in the community have not yet met the targets according to the National Strategy for HIV/AIDS Prevention and Control, especially in high-risk groups such as men who have sex with men, drug users, sex workers, and migrants. The HIV epidemic is showing a tendency to become younger, and stigma, discrimination, and treatment related to HIV, although reduced, are still quite common...
Speaking at the rally, Doctor Nguyen Duc Nghiem, Director of the Quang Tri Provincial Center for Disease Control, recommended that Party committees and local authorities continue to thoroughly grasp, strengthen leadership and direction to effectively implement the Party's guidelines and policies, the State's policies and laws on HIV/AIDS prevention and control; improve the capacity, effectiveness and efficiency of state management, step up inspection and supervision of the organization and implementation of HIV/AIDS prevention and control work to successfully achieve the goals of HIV/AIDS prevention and control by 2030. The Fatherland Front, departments, branches and organizations at all levels need to increase mobilization and investment of resources from localities and units for HIV/AIDS prevention and control, especially when support resources from international organizations and the central budget have been reduced.
Review and supplement programs, regulations and plans for inter-sectoral coordination in HIV/AIDS prevention and control in a synchronous and unified manner with drug and prostitution prevention and control. Youth Unions at all levels need to raise awareness among young people about the dangers of the HIV/AIDS pandemic; each member and young person must be an active propagandist on HIV/AIDS prevention and control. Call on all classes of people, families and social organizations to continue to update information and equip themselves with adequate knowledge to prevent HIV infection; participate in HIV/AIDS prevention and control activities in the community.
The health sector will promote and publicize the benefits of early access to HIV/AIDS prevention, care and treatment services and provide detailed information about facilities providing HIV/AIDS prevention, care and treatment services. Continue to expand coverage, improve quality and implement comprehensive and synchronous HIV/AIDS prevention and control services according to the strategy of approaching from testing, prevention to HIV/AIDS treatment.
