The section Km14 - Km19+456 (from Ong Tu bridge, Dien Duong ward to the area bordering Da Nang city) is considered the "bottleneck within the bottleneck" of the dredging process of Co Co river.

The dredging of this section was previously part of the HA/W3-2 package of the Hoi An City Environmental and Urban Infrastructure Development Project to Respond to Climate Change, but the technical work was stopped before any progress could be made due to the expiration of the ODA loan. However, if this section is not dredged, the journey to clear the Co Co River will remain unfinished.

Quang Nam province has determined that it will have to implement a new project to restart dredging this section using public investment capital in the 2026 - 2030 period. Notably, site clearance has encountered difficulties and obstacles for a long time as related cases have not yet found a common voice.

According to statistics from the People's Committee of Dien Ban town, on this section there are still about 30.3 hectares of land that have not been compensated for site clearance, with 507 households affected.

The leader of the Dien Ban Town Land Fund Development Center said: “There are still many agricultural plots without land use right certificates that are in dispute when the authorities conduct the inventory and verify the origin. On a plot of land without a “red book”, there are several households claiming it as theirs, so it is necessary to establish a team to handle land disputes affected by this project.”

Provincial Party Secretary Luong Nguyen Minh Triet said that an advantage when restarting the dredging project on this section is that the planning does not overlap with the current status of any project on both banks of the Co Co River.

This is a very important project, which will solve many problems in the issue of regional connectivity. Therefore, the Provincial People's Committee and related departments and branches should study and allocate a part of the capital of this project in advance into the 2021-2025 medium-term public investment plan to serve the site clearance work, facilitating the next tasks.

According to Vice Chairman of the Provincial People's Committee Tran Nam Hung, for the land areas that have been approved for compensation, if the people still agree with the old plan, Dien Ban will continue to make payments. If the people do not agree, a new project should be established based on that data and prices should be applied according to new regulations.

“Regarding disputed land, Dien Ban needs to urgently direct the ward-level People's Committee to organize mediation and verify the origin of the land, otherwise the town must directly handle it thoroughly.

The agricultural land areas located in the gap between the Co Co River dredging project and the upcoming enterprise projects will be compensated in the Co Co River dredging project phase 2" - Mr. Tran Nam Hung said.
