Dien Ban speeds up the completion of unfinished projects

Concerned about capital sources

According to the plan, in 2025, Dien Ban Town People's Committee plans to invest in upgrading and expanding Route 773 (also known as Vo Nhu Hung Road) through Dien Nam Trung Ward, Phase 2, with a total capital of over 53 billion VND. However, at present, due to limited revenue sources, combined with the policy of abolishing the district level, the project is facing difficulties.

Mr. Tran Quang Thang - Deputy Director in charge of the Dien Ban Town Construction Investment Project Management Board said that because this is an urgent project affecting people's lives, the leaders of the Town People's Committee have directed the research unit to propose an urgent investment plan within the available budget. Accordingly, only the road surface (7.5m) will be built, no site clearance, no sidewalks, drainage ditches... estimated cost is about 8 billion VND.

“If the town leaders agree on the policy, the unit will carry out the procedures for design documents and organize the selection of construction contractors according to regulations. However, we are wondering if the project is not completed, after the district level is removed, which unit will be the investor so that the project can continue,” said Mr. Thang.

Road 773 has a starting point at the intersection with Road DT607 and an ending point at the main road of Dien Nam - Dien Ngoc New Urban Area, about 2.2km long, divided into 2 phases. Currently, phase 1 (980m) has been under construction since 2018 (2018 - 2020), and is now basically completed.

Similarly, two residential projects serving the site clearance for the Northern Quang Nam Beltway in Dien Hoa and Dien Tien communes are expected to be invested from the town's budget from the Quang Nam Development Investment Fund. Currently, procedures are being expedited to disburse funds before the district-level government no longer exists...

The Town Construction Investment Project Management Board was assigned by the People's Committee of Dien Ban Town to be the investor of 111 projects, including new projects with investment procedures, projects under implementation, and projects that have been completed and are awaiting final settlement (total capital of over VND 3,460 billion). Currently, there are 40 projects under construction (implemented from 2018 - 2024 transferred); 54 projects are undergoing investment procedures (capital of over VND 1,281 billion). Specifically, there are 36 projects from 2018 - 2023 transferred; 18 new projects for 2024 and 2025 (under investment procedures); 17 completed projects awaiting final settlement.

Project implementation cautiously

Mr. Tran Quang Thang shared that at this time, project implementation is quite cautious, mainly focusing on unfinished projects. As for new projects, even though they have investment policies but have not been approved or have not been allocated resources, they will not be implemented.

“The unit is reviewing the capital needs for projects with volume to report to the Town People's Committee to arrange corresponding funds to pay contractors according to the contract. In addition, we will also conduct statistics on construction volume by month and quarter to propose capital arrangement for contractors until the town government finishes its operations. Later, depending on which unit receives the project, we will continue to calculate to avoid arising debts for basic construction investment,” Mr. Thang explained.

Some projects in Dien Ban have already been completed, but due to lack of funding (depending on unstable land use revenue), contractors have not yet been paid. In the event of the termination of the town government, it is unclear whether the commune or provincial level will allocate the funds so that the projects can continue and be completed.

According to Mr. Nguyen Minh Hieu - Chairman of Dien Ban Town People's Committee, because the specific time to abolish the district-level government is not yet clear, the town is still focusing on projects, especially key projects. However, Dien Ban has also assigned the Urban Infrastructure Economic Department to preside over the organization of technical inspections of the list of headquarters and administrative agencies at the district and commune levels, except for the fields of health and education.

“The projects will continue to be implemented normally, only those projects related to the directives of superiors requiring to stop will be temporarily suspended, while the list of projects such as the road system serving the people will continue until the district level is officially no longer considered. In fact, the capital of the town this year is not much due to revenue shortfall, so there are few new investment projects, mainly transferred from previous years,” Mr. Hieu informed.
