Strong decentralization for city government
Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai said that it can be affirmed that the drafting committee and the agency in charge of the review have seriously absorbed, revised and completed the draft Law, with quality and in accordance with the provisions of the Law on Promulgation of Legal Documents and sent the documents to the National Assembly early, ensuring time for National Assembly deputies to study.
Through the discussion session on the Draft Law on the Capital (amended), National Assembly deputies all assessed that the draft Law has supplemented and revised many contents demonstrating the policy of strongly strengthening decentralization for the Hanoi city government in a number of areas.
The draft law also has many new and progressive points, basically perfecting the special and outstanding mechanisms and policies to create better conditions for Hanoi to develop. At the same time, National Assembly deputies contributed many quality and dedicated opinions, going straight to the core contents of the draft law.
According to Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai, the passed Capital Law (amended) will promptly institutionalize the directions and conclusions of the Central Committee and the Politburo, especially Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045".
This amendment to the Law on the Capital City creates a legal basis to overcome some shortcomings and limitations as well as remove difficulties and obstacles so that the Capital City can develop quickly, sustainably, and commensurately, meeting the requirements of the Central Government and the people of the whole country.
The capital is the "heart" and face of the nation, standing shoulder to shoulder with the world powers.
Emphasizing that Hanoi is the political and cultural center of the whole country, delegate Nguyen Tao - Deputy Head of the National Assembly Delegation of Lam Dong province said that all the best things must be reserved for the capital because this is the "heart" and face of the nation.
“I hope that the revised Law on the Capital City this time will have more fundamental and comprehensive innovations, with a unique feature compared to the characteristics that have been applied,” said delegate Nguyen Tao, noting that through the experiences of cities, provinces and towns that have applied special mechanisms, it has shown that the content has been very effective. That is, attracting the most elite human resources, meeting the requirements of sustainable development in the future.
According to delegate Nguyen Tao, the country's immediate and long-term position also requires policies to train and attract quality human resources. These policies must be decided by competent authorities. The People's Council and People's Committee have the authority to decide on specific mechanisms for themselves in the spirit of autonomy and self-reliance.
"Therefore, the Capital Law (amended) will also clearly and specifically decentralize to competent agencies of Hanoi Capital to attract human resources based on experience in urban areas that have been allowed to successfully apply human resource attraction mechanisms in the past" - delegate Nguyen Tao expressed his opinion.
Sharing the same view, delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) commented that the Capital Law (amended) was carefully prepared and has inheritance. The city's specific mechanisms have also been identified and approved to be included in the Law.
Supporting the contents of the Law on the Capital (amended) because it is suitable for the general context of the world, especially the stronger decentralization to the Capital to contribute to promoting initiative and creativity, delegate Tran Hoang Ngan commented that this is also an orientation in the spirit of the Resolution of the 13th National Party Congress - promoting the initiative and creativity of localities, especially the Capital.
In addition, delegate Tran Hoang Ngan also emphasized that special mechanisms need to be applied to the capital to help Hanoi develop strongly and be able to stand shoulder to shoulder with the world powers.
