On April 2, 2025, at the headquarters of the Ministry of Science and Technology, Deputy Minister Bui The Duy received Ms. Tatyana Stolyarova, Vice President of the State Committee for Science and Technology of the Republic of Belarus.
At the meeting, Deputy Minister Bui The Duy introduced Vietnam's major policies and orientations in developing science, technology, innovation and digital transformation. Vietnam identified these as key factors, playing a breakthrough role in developing modern productive forces, reforming national governance methods, promoting socio-economic development, preventing the risk of falling behind and bringing the country to breakthrough development.

Deputy Minister Bui The Duy suggested that the two sides soon complete the draft Minutes of the Meeting and develop a Cooperation Program for the 2025-2027 period, focusing on traditional cooperation areas as well as new areas assigned to the Ministry of Science and Technology, such as digital economy, information technology industry, digital transformation, and innovation. In addition, the two sides are actively preparing to organize the 12th Meeting of the Committee for Scientific and Technical Cooperation at the end of 2025 in Minsk. This will be an important opportunity for the two sides to exchange, discuss and agree on measures to strengthen cooperation in the fields of science, technology, innovation and digital transformation.
Deputy Minister Bui The Duy proposed that the two sides strengthen joint research and promote the application of science and technology in practice. Vietnam wishes to cooperate with Belarus in assessing the feasibility of projects, as well as increasing tasks and innovating cooperation activities between the two sides.
Sharing about the potential for cooperation, Deputy Minister Bui The Duy said that Vietnam has a vibrant market, a central location in Southeast Asia, with many challenges in the urban and environmental fields that need to be solved. The Deputy Minister expressed his desire to invite Belarusian scientists and startups to cooperate with Vietnamese enterprises and encourage the exchange of experts and startups between the two countries.
In response, Ms. Tatyana Stolyarova said that Belarus attaches special importance to cooperation in the fields of science, technology, innovation and digital transformation. The two countries are currently building a framework agreement on these fields, which is expected to be signed during the upcoming visit of Vietnamese senior leaders to Belarus. She affirmed that Belarus is ready to cooperate with Vietnam in priority areas such as digital transformation, energy, environment, agriculture and new materials. At the same time, she expressed her desire to connect researchers and scientists of the Belarusian Academy of Science and Technology, universities and businesses of Belarus with Vietnamese partners to promote extensive and effective cooperation.

Deputy Minister Bui The Duy said that the two sides will consider organizing startup networking events, creating opportunities for businesses and scientists from both countries to cooperate, especially in advantageous fields such as digital technology, energy, and environmental treatment technology. The Deputy Minister also emphasized the importance of forming joint projects in the field of digital technology, especially artificial intelligence, and wished to promote cooperation between the Vietnam Atomic Energy Institute and Belarusian partners in the field of atomic energy.
Ms. Tatyana Stolyarova said that the State Committee of Science and Technology of Belarus is implementing national innovation programs, focusing on infrastructure to promote innovation. Belarus currently has 16 high-tech parks and venture capital funds to support startups. She expressed her desire to cooperate with Vietnam in joint research projects, connecting scientists and businesses of both countries, and affirmed that Belarus is ready to implement practical science and technology projects, cooperation between scientists and businesses will help promote cooperation between the two countries to a new level.
At the end of the working session, the two sides expressed and agreed to work together to promote effective cooperation in science, technology, innovation and digital transformation, contributing to developing the Vietnam - Belarus friendship deeper and stronger./.
