Comrade Buy Huy Son - Party Cell Secretary, Director of Department of Planning, Finance and Enterprise Management
Speaking at the opening of the Congress, Comrade Bui Huy Son - Party Cell Secretary, Director of the Department of Planning, Finance and Enterprise Management said that this is a broad political activity, marking a new development stage of the unit according to the orientation of the superior Party Committee. The Congress has the task of reviewing and objectively and comprehensively evaluating the results of the 2022 - 2025 term, determining the direction, goals, tasks and solutions for the 2025 - 2027 term; at the same time, selecting and electing to the Party Cell Executive Committee comrades who are exemplary in terms of ethics, politics, ideology, lifestyle, and working capacity to build the Party Cell and lead the unit to successfully complete political tasks, contributing to the completion of the common tasks of the Industry and Trade sector.
According to the Political Report of the Party Cell for the 2022 - 2025 term, the Party Cell currently has 35 Party members, the proportion of female Party members is 62.9%, the average age is 44 years old, the oldest is over 60 years old, the youngest is 25 years old; 100% of Party members have a university degree, 65.7% have a post-graduate degree; the majority of Party members hold key positions or undertake key tasks of the Department; have good capacity, a high sense of responsibility for work; have exemplary ethics and lifestyle. Under the leadership and direction of the Party Committee of the Ministry, the Party Cell has made efforts to lead and direct the implementation of assigned tasks to achieve comprehensive results.
Regarding the leadership in implementing political tasks: The Party Cell focuses on directing the strict implementation of Party building work in terms of politics, ideology, and ethics; focuses on perfecting the organization and apparatus to be effective and efficient, associated with improving the quality of cadres and Party members; seriously supervises Party members in complying with the Party Charter and performing the task of preventing and combating corruption and negativity; coordinates with the Department of Trade Union to build and maintain internal solidarity, protect the legitimate rights and interests of union members; well implements the grassroots democracy regulations to create a combined strength to carry out the political tasks of the unit. Cadres and Party members in the Party Cell are always proactive in performing their tasks, coordinating with agencies and units to have good advice for the leaders, contributing to the successful completion of the common tasks.
Regarding the implementation of professional tasks: effectively implement key tasks according to the Action Program of the Industry and Trade sector; continue to innovate, better meet both the quality and progress of implementing activities serving the National Assembly; successfully complete the task of sector planning; effectively perform local work and the tasks of the standing regional coordination team at the ministerial level; organize the implementation of the Project on restructuring the Industry and Trade sector for the period up to 2030; closely follow and effectively perform the stages from planning, assigning plans and monitoring and evaluating medium-term and annual public investment plans; effectively perform statistics, analysis, forecasting and national statistical surveys, surveys of the Industry and Trade sector to serve the direction and management requirements of the Industry and Trade sector and State Statistics activities; proactively perform well foreign investment work, creating a stable and competitive environment in the context of integration; Well perform the tasks of state management of finance, accounting, prices, public asset management, budget allocation and budget expenditure management, inspection and supervision, budget settlement, investment project settlement; appraise financial reports, distribute profits and set aside funds; well complete the task of focal point for practicing thrift and fighting waste; well complete the task of managing production and business activities of enterprises, develop plans to restructure state-owned enterprises with the Ministry as the representative of state capital ownership; develop and submit for promulgation 03 Circulars, participate in the development of many Laws, Decrees, Circulars and other documents, etc.
Party Cell of the Department of Planning, Finance and Enterprise Management
In addition to seriously assessing the results achieved in the last term, at the Congress, the Party Cell of the Department of Planning, Finance and Enterprise Management proposed directions and tasks for the coming term 2025 - 2027, specifically: Continue to carry out well the work of political and ideological education, strengthen the dissemination and implementation of resolutions, directives, regulations and statutes of the Party. Closely follow the direction and leadership of the Party Committee of the Ministry to concretize the Resolutions of the Party in line with the situation of the Party Cell. At the same time, well perform the task of state management of strategies, planning, investment, statistics, and industry development plans; manage state finances and assets within the scope of the Ministry's management. Inspect and supervise the finances of affiliated state-owned enterprises; manage the state budget; be the focal point for participating in domestic tax policies, price and fee policies in the Industry and Trade sector. In addition, strictly protect the Party's ideological foundation, fight against wrong and hostile viewpoints in the new situation, and promote the study and following of Ho Chi Minh's ideology, morality and lifestyle to improve revolutionary ethics, eliminate individualism, promote the proactive and self-conscious role of cadres and party members in exemplary self-cultivation and training in ethics, style and lifestyle, and practice what they preach. Proactively grasp the ideological developments and aspirations of cadres, party members and civil servants to have timely solutions to stabilize ideology and unanimity within the Party. At the same time, improve the quality of Party cell activities in conjunction with the quality of Party committee activities and thematic activities in a practical and effective manner; thoroughly implement the principle of democratic centralism, self-criticism and criticism within the Party. Promote the exemplary vanguard role of leaders and Party committees; carry out well the work of Party development and official Party transfer according to regulations. Along with that, strengthen inspection and supervision within the party, assign specific tasks to each committee member and party member to ensure improving the quality of party members, party cells, and party work.
During the 2025 - 2027 term, the Party Cell strives to complete its tasks well or better, ensuring that 100% of Party members complete their tasks well, of which 15% - 20% complete their tasks excellently; strives to admit 01-02 active members into the Communist Party of Vietnam; strives to complete 100% of the assigned tasks in the annual Programs and Work Plans approved by the Ministry and other tasks assigned by the Party Committee and the Ministry's leaders.

Speaking at the Congress, comrade Vu Ba Phu, member of the Party Executive Committee of the Ministry, agreed with the political report of the Party Cell, and at the same time, highly appreciated the Party Cell's serious preparations for the Congress. The report is highly comprehensive, clearly stating the activities of the Party Cell during the 2022 - 2025 term. In the context of many difficulties and challenges, with the efforts of each Party member and the drastic direction of the Party Committee, the collective strength has been promoted to make remarkable contributions to the successful implementation of the tasks of the Party Committee of the Ministry of Industry and Trade.
“In the coming term of 2025 - 2027, the Party Cell needs to continue to promote and innovate, especially focusing on the core issues of the Party's Resolutions to apply them to the practical professional work of the Department. In addition, the Party Cell also needs to pay attention to the constantly fluctuating and increasingly unpredictable world economic and social situation to build directions and tasks for the new term that are close to reality" - Comrade Vu Ba Phu emphasized.
At the Congress, the Party Cell elected the Party Cell Executive Committee for the 2025 - 2027 term, consisting of 04 comrades, including: Comrade Bui Huy Son - Department Head was re-elected as Party Cell Secretary; Comrade Tao Thi Kim Van - Deputy Department Head held the position of Deputy Party Cell Secretary and 02 comrades were Party Cell Executive Committee members.

Also at the Congress, the Party Cell solemnly held a ceremony to award the 30-year Party membership badge to comrade Do Van Coi (According to Decision No. 1464-QD/DUK-HH dated April 15, 2024 of the Party Committee of the Central Agencies) and comrade Duong Van Huyen (According to Decision No. 1460-QD/DUK-HH dated March 18, 2024 of the Party Committee of the Central Agencies).

On behalf of the Party Committee of the Ministry of Industry and Trade, Comrade Vu Ba Phu congratulated the two Party members who were honored to receive the Party Badge, congratulated the Party Cell of the Department of Planning, Finance and Enterprise Management; expressed his respect for the contributions of the two comrades to the revolutionary cause of the Party, to the cause of building and defending the country as well as the development of the Ministry of Industry and Trade.
