Rain and floods continue to be unpredictable
According to information from the Steering Committee for Natural Disaster Prevention and Search and Rescue of Quoc Oai and Thach That districts, due to the high water level of the Tich River (in Kim Quan commune, Thach That district, it has reached above alert level III), some locations have been recorded as overflowing.
Specifically, the dike overflows, the dike banks of Khoang Ong, Dong Ma and the areas of the communes: Can Huu, Tuyet Nghia, Minh Khai (Quoc Oai district); the dikes of the Go Sui - Bo Nanh sections of Can Kiem commune, Cua Dinh commune, Yen Lac commune, Can Kiem commune, Phu Le commune... (Thach That district).
A representative of the Nhue River Irrigation Development Investment Company Limited said that after exceeding the third warning level, the water level on the Nhue River continued to rise in the past hours. This poses an increasingly greater risk of insecurity for the canal, the main axis of the Nhue River irrigation system.
Worryingly, according to the Deputy Director of the Hydrometeorological Station of the Northern Delta and Midlands, Nguyen Van Hiep, due to the influence of the tropical convergence zone, from now until the night of September 11, Hanoi will continue to have moderate to heavy rain. The average rainfall is from 80 - 150mm. Therefore, the water level of the Tich and Nhue rivers will continue to rise, increasing the risk of flooding.
Limit and stop pumping water into the river
According to General Director of Song Nhue Irrigation Development Investment Company Limited Nguyen Huy Hung, to ensure the safety of the Nhue River irrigation project, the unit is directing pumping stations to operate at no more than 50% of the capacity of the pumping stations draining into the Nhue River.
Level III warning is the water level limit indicating that the flood in the river has risen, causing deep and widespread flooding in agricultural production areas and many residential areas, threatening people's lives and property - a level equivalent to a major flood.
“The work of regulating the operation of pumping stations is carried out in the districts: Bac Tu Liem, Nam Tu Liem, Ha Dong, Thanh Tri, Thuong Tin, Phu Xuyen, Thanh Oai, Ung Hoa, until there is a new directive…” - Mr. Hung added.
Regarding the safety of the Tich River system, a representative of the Song Tich Irrigation Company Limited said that they have stopped pumping 100% of the pumping stations draining into the Tich River in the districts of Ba Vi, Phuc Tho, Thach That, Quoc Oai, Chuong My and Son Tay town until further instructions.
Song Tich Irrigation Company Limited and districts and towns have also organized the dismantling of pump engines and electrical equipment of pumping stations at risk of flooding when stopping pumping, and moved them to safe locations; organized on-duty staff, regularly monitored the meteorological and hydrological situation, and water levels on the Tich River...
To ensure the safety of the canal system and the main axis of the Nhue and Tich rivers, Deputy Head of the Hanoi Department of Irrigation and Disaster Prevention and Control, Dao Quang Khai, said that he has sent a document requesting the two irrigation enterprises mentioned above to regularly check the safety of the irrigation system under their management to promptly handle any incidents from the first hour.
Particularly for the Nhue River system, when the water level of the Nhue River at the upstream of Dong Quan sluice is at +4.90m, the Nhue River Irrigation Development Investment Company Limited notifies localities to prepare to stop pumping into the Nhue River system according to the regulations in the Nhue River System Operation Procedure.
