
The delegation of Quang Nam province's leaders included comrades Luong Nguyen Minh Triet - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Tran Xuan Vinh - Vice Chairman of the Provincial People's Council; Nguyen Hong Quang - Vice Chairman of the Provincial People's Committee; Major General Nguyen Duc Dung - Director of the Provincial Police Department.

Sekong is a region in the Southeast of Lao PDR, separated from Saravan province on April 14, 1984. When it was first established, Sekong had mountainous terrain, no infrastructure, and people's lives faced many difficulties. However, with the revolutionary tradition and the spirit of overcoming difficulties of the Sekong people, after 40 years, the appearance of the province has changed greatly.

Comrade Lech-lay Sí-vi-lay - Member of the Party Central Committee, Secretary, Governor of Sekong province said that local budget revenue increases gradually every year. If at the time of the province's establishment (1984), the revenue was only 40 million kip, then by 2023 it will increase to 300.83 billion kip.
Infrastructure has been improved and newly invested in; especially the transportation and electricity systems have been invested in remote areas. People's lives have improved significantly, and poverty has been resolved. Attention has been paid to preserving and promoting the fine traditional cultural values of the tribes.
The province currently has 533 party bases with 477 party units and 56 party committees; there are 9,788 party members, including 2,412 female party members (in 1984 there were only 163 party members).

Regarding foreign affairs, Sekong has had a special cooperative relationship with Quang Nam - Da Nang province since 1984 and Quang Nam province since 1997. And over the past 40 years, Sekong has received funding and support for hundreds of projects, with a total value of tens of billions of VND from provinces in Vietnam.
“To achieve this result, the people of all ethnic groups have united, agreed with the policies of the Party and State, and well implemented plans for socio-economic development and poverty reduction.
Continuing the tradition of 40 years of establishment, the Party, government and people need to strengthen the spirit of solidarity and unity, promote patriotism, transform policies and guidelines into new missions and enhance the increasingly strong people's democracy.
Thereby, creating achievements, victories and opening up new growth opportunities; fundamentally reducing poverty, moving towards comprehensive development" - Comrade Lech-lay Si-vi-lay said.

At the ceremony, Prime Minister of Lao PDR Sonexay Siphandone directed many important and suggestive contents, creating the premise for Sekong to continue its growth momentum and breakthrough in the coming time. At the same time, he presented a Certificate of Merit to congratulate the achievements in 40 years of establishment and development of Sekong province.
