To complete the goal of developing Quang Yen town into a city before 2025 and a type II urban area before 2030, Quang Yen has been focusing on implementing solutions to create favorable conditions for selected communes to strive to become wards according to the plan.
Quang Yen Town currently has 19 administrative units, including 11 wards and 8 communes. To become a provincial city, the town needs 2 more wards. After conducting a review, the town selected 2 communes, Tien An and Hiep Hoa, to build into wards. These are communes that meet the conditions and are close to the standards to become wards, such as: The economic structure has shifted positively in the right direction; the total annual budget revenue has always met or exceeded the target; the cultural and social fields have many positive changes; the quality of people's material and spiritual life has been constantly improved.
In 2020, Tien An commune was recognized as meeting advanced NTM standards. To achieve the goal of becoming a model NTM commune, moving towards building Tien An ward, the commune mobilizes all resources to the maximum, diversifying investment forms to develop synchronous infrastructure. Accordingly, focusing on maintaining and upgrading village roads, roads between residential areas; planting trees on village roads, roads between residential areas; repairing and upgrading irrigation and drainage systems to ensure good service for agricultural production.
From 2020 to present, Tien An has mobilized over 19.5 billion VND to implement 34 infrastructure construction investment projects. Compared with the ward's standards, the commune has met 3/3 standards on socio-economic development structure and level, and 7/12 standards on urban infrastructure system.
Mr. Vu Ngoc Hung, Chairman of Tien An Commune People's Committee, shared: Currently, some of the commune's standards are still "immature", the locality has also had a plan to invest in upgrading and completing. The commune is expanding kindergartens and primary schools to ensure that they are suitable for socio-economic development conditions; continue to upgrade and expand roads that have been invested in in the previous phase, prioritizing village roads to ensure 100% asphalt, drainage systems, and sidewalks. At the same time, continue to invest in combination with socializing lighting on roads and public spaces, ensuring that 100% of public areas and village roads are lit and 80% of alleys and hamlets have electricity.
Along with Tien An, Hiep Hoa commune has mobilized resources to invest in completing the infrastructure system in the area such as lighting, sidewalks, and planting trees on village roads. Encourage organizations, households, and individuals to build and renovate houses, ensuring the floor area of houses and the ratio of permanent and semi-permanent houses in residential areas with approved planning. Gradually invest in building medical stations, police headquarters, cultural and sports centers, and schools.
The commune is currently implementing 43 investment projects to upgrade the main roads of the commune, roads in residential areas, and drainage systems in the area with a budget of 7 billion VND; of which, the commune supports 1.4 billion VND, the rest is contributed by the people in cash and working days. Thanks to that, the commune has now achieved 3/3 of the standards on socio-economic development structure and level, and 8/12 standards on urban infrastructure system.
“Although many programs have been implemented, the drainage system of the commune is still not synchronized. In particular, the centralized wastewater drainage system serving 8-10 villages in the area has not been invested in, which has significantly affected the environment, as well as the drainage in residential areas. The investment level for this project is too large, the local budget cannot implement it, so the commune is asking the town to support investment in 2024 to implement it,” said Mr. Dam Quoc Toan, Chairman of the People's Committee of Hiep Hoa commune.
According to Mr. Nguyen Van Cuong, Head of the Urban Management Department of Quang Yen Town, after the selection, the town reviewed, evaluated, and compared each standard according to regulations. From there, it developed a plan, directed functional departments to guide the communes on how to do it, and at the same time had an investment mechanism to improve the hard criteria on urban technical infrastructure and social infrastructure for the two communes expected to establish wards.
The establishment of wards in Quang Yen will create conditions to exploit and maximize the potential and advantages of the locality; at the same time, contribute to realizing the goal of building Quang Yen into a city by 2025 as set out in the Resolution of the 21st Town Party Congress, term 2020-2025.
