The Ho Chi Minh City People's Committee has just sent a document to relevant units regarding the handling of flooding reduction on National Highway 1 (from Phu Lam transformer station to An Lap bridge - on the right side of the route, part of the BOT project to upgrade National Highway 1, An Suong - An Lac section, Binh Tan district).

According to the document, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc agreed with the proposal of the Department of Transport and Public Works and related departments on the plan to handle the flooding caused by heavy rain and high tides on the above road section.

The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Transport and Public Works to urgently preside over and coordinate with relevant departments and units to monitor and guide the IDICO Infrastructure Development Investment Joint Stock Company (IDICO Company, the investor of the BOT project to upgrade National Highway 1, An Suong - An Lac section) to organize and implement in accordance with regulations. Previously, in an official dispatch sent to the Ho Chi Minh City People's Committee, the Department of Transport and Public Works cited IDICO's report on the flooding that occurred on the above road section.

According to IDICO, when it rains, the sluice gate in this area must be pulled up to let rainwater drain naturally into the Nuoc Len canal, but due to the low sluice gate height and rising river water, the water drains slowly, leading to flooding. The flooding depth at the lowest point is about 0.40m.

From this reality, IDICO proposed a plan to install a pumping station to reduce flooding. Specifically, the pumping station is installed at the end of the drainage line along the An Lap bridge access road (about 100m from the outlet to Nuoc Len canal on the right), in Tan Tao A ward, Binh Tan district. The pumping station capacity is 6000m³/h.

The pumping station area is about 200m² outside the BOT project boundary, belonging to the project boundary of infrastructure construction and environmental improvement of Tham Luong - Ben Cat - Nuoc Len canal, invested by the Urban Infrastructure Construction Investment Project Management Board (a unit under the People's Committee of Ho Chi Minh City).

The estimated cost of implementing the pumping station is more than 11 billion VND. The cost of regular maintenance and repair is implemented from the approved annual source of the BOT project, which is self-balanced by the investor according to the maintenance plan.

The investor of the BOT project to upgrade National Highway 1, An Suong - An Lac section, said that investing in this drainage pumping station will not increase the time to complete the project's capital recovery according to the financial plan.

Therefore, the Department of Transport and Public Works of Ho Chi Minh City assesses that the plan to handle the flooding situation during heavy rains and high tides is very necessary at the present stage. This is to ensure traffic safety, smooth operation of the project; in accordance with legal regulations and the signed BOT project contract.
