Prepare well for the national rural and agricultural census

From now until the time of implementing the national rural and agricultural census, the Central Steering Committee and local Steering Committees at all levels must do a good job of preparing for the census, disseminating and notifying participating survey units to provide full information as required.

On the morning of December 18, Deputy Prime Minister Nguyen Hoa Binh chaired a national online conference to implement Decision No. 484/QD-TTg dated June 7, 2024 of the Prime Minister on organizing the 2025 Rural and Agricultural Census.

Based on assessment of the current status and results of implementation of national target programs

The rural and agricultural census is conducted according to the Statistics Law every 10 years. 2025 is the 6th time Vietnam has conducted a rural and agricultural census; the first was in 1994; the following were in 2001, 2006, 2011 and 2016.

The 2025 Rural and Agricultural Census is a large-scale census, conducted nationwide for all survey units and the survey process will strongly apply information technology in all stages, from preparation, information collection, data processing and results publication to improve the quality of statistical information, shorten the process of information processing and results publication.

The results of the census will be the basis for assessing the current situation and results of the implementation of national target programs on industrialization, modernization of agriculture, rural areas and new rural construction. At the same time, it will be the basis for developing plans and strategies for rural and agricultural development and improving the living standards of rural residents nationwide as well as in each locality.

At the Conference, after listening to the report of the leaders of the Ministry of Planning and Investment on the preparation process for the implementation of the 2025 Rural and Agricultural Census, the leaders of ministries, branches and localities exchanged and discussed the advantages, difficulties and proposals for implementation in the coming time, emphasizing the key contents and tasks of establishing Steering Committees at all levels from the Central to local levels; directing, assigning tasks and coordinating between ministries, branches and sectors to collect information in the area; mobilizing the political system for the preparation and collection of information; ensuring adequate information technology infrastructure, transmission capacity, data processing and storage systems; ensuring safety for the census, especially in remote, isolated and disadvantaged areas; allocating funds to implement the 2025 Rural and Agricultural Census;...

Receive, supplement and complete the Plan, ensure feasibility and suitability with actual conditions.

Concluding the Conference, Permanent Deputy Prime Minister Nguyen Hoa Binh, Head of the Steering Committee for the 2025 Rural and Agricultural Census, said that the 2025 Rural and Agricultural Census is a large-scale nationwide survey, very practical and important, collecting information from many types of survey units, with many complex contents. Through the conference, we have reached a high consensus on the importance of the survey, on the goals to be achieved and the difficulties and challenges to be overcome.

Due to the importance, scale and magnitude of the census, from now until the time of nationwide census implementation, the Central Steering Committee and local Steering Committees at all levels must do a good job of preparing for the census, disseminating and notifying participating survey units to provide full information as required.

Deputy Prime Minister Nguyen Hoa Binh requested the Ministry of Planning and Investment to fully absorb the opinions of leaders of ministries, branches and localities at the meeting to continue to supplement and complete the Plan for implementing the tasks of the rural and agricultural census, ensuring feasibility and suitability to the actual conditions of each locality; build a website of the General Statistics Office to do a good job of information and propaganda, serving the search for statistical documents, providing forms... to serve the 2025 rural and agricultural census.

The Deputy Prime Minister also noted the need to pay attention to and effectively and extensively implement information and propaganda work on mass media as well as on digital platforms and social networks about the census so that all levels, sectors and people clearly understand the scale and importance of the census, thereby providing correct, accurate and complete information for investigation activities.

Pay attention to completing the guidance documents, software, and information technology infrastructure to serve the general census. Carry out the selection of supervisors and statistical investigators well; organize adequate training for investigators.

"The selection and training of investigators is extremely important. The requirement is to select a team of good investigators who are responsible, enthusiastic, passionate, committed to the area; knowledgeable and able to apply information technology, knowledgeable about agriculture, rural areas and farmers;...", Deputy Prime Minister Nguyen Hoa Binh stated his opinion.

In addition, Deputy Prime Minister Nguyen Hoa Binh requested the Ministry of Information and Communications to closely coordinate with the General Statistics Office in ensuring information technology infrastructure to serve the census, ensuring network information security and safety, and a smooth communication system during the census process.

The Ministry of Natural Resources and Environment ensures the provision of a digital map data system to serve the survey. The Ministry of Finance shall allocate sufficient and timely funds to conduct the 2025 Rural and Agricultural Census as prescribed.

In the process of implementing the task, the direct advisory agency, the General Statistics Office, must closely follow the locality; promptly report to the Central Steering Committee any difficulties and problems for handling and resolution.

Deputy Prime Minister Nguyen Hoa Binh also hopes that political, social and mass organizations, especially the Vietnam Fatherland Front at all levels, will pay attention and coordinate with functional agencies in the process of implementing the census as well as supervising the census, ensuring that the information obtained is the most substantial and accurate./.
