Previously, the book "CNC Programming Techniques" edited by Ms. Nguyen Thi Hai Van, lecturer at the University of Technical Education - University of Da Nang, was reported to have signs of violating regulations in publishing, printing and distributing activities to cheat in training, making application documents for the exam to become a lecturer and emulation work.
Specifically, the front of the book "CNC Programming Techniques" shows the author as Nguyen Thi Hai Van (editor-in-chief) and 4 other authors, published by Construction Publishing House. The last cover page of the book has the information "Print 300 copies of 19x27 cm size" along with the registration confirmation numbers for the publishing plan, ISBN (international standard code for books), and publishing decision number.

However, a lecturer at the University of Technical Education (who requested anonymity) said that he accidentally discovered that this book had not been allowed to be published until early 2024. Specifically, after searching by the book title "CNC Programming Techniques" and the author's name on the Construction Publishing House's website (https://nxbxaydung.com.vn), no results were found.
The book that Ms. Van submitted to the school also did not have an anti-counterfeit stamp. On February 27, this lecturer sent information to the Department of Publishing, Printing and Distribution (Ministry of Information and Communications) to reflect that the book "CNC Programming Techniques" had signs of violating regulations in publishing, printing and distribution activities.
After receiving feedback from lecturers, on July 14, the Department of Publishing, Printing and Distribution (Ministry of Information and Communications) issued Official Dispatch No. 428 to the Department of Information and Communications of Da Nang City.
Confirmation letter: Through checking management data in 2018, the Department of Publishing, Printing and Distribution confirmed the registration for publication of the book "CNC Programming Techniques" by authors Nguyen Thi Hai Van (editor-in-chief) and 4 other authors (Registration number: 3526-2018/CXBIPH/03 164/XD, ISBN code 978-604-82-2536-0), but on March 28, 2019, Construction Publishing House sent Official Letter No. 80-2019/XBXD to the Department of Publishing, Printing and Distribution regarding the request to return the ISBN code for publications that the unit did not organize to publish in 2018".
The Department of Publishing, Printing and Distribution requests the Department of Information and Communications of Da Nang City to coordinate in verifying and clarifying whether or not the book "CNC Programming Techniques" was published and distributed, and to handle the case according to its scope and authority.
The co-author of the book, Mr. NTD (lecturer at the University of Technical Education) said he was very surprised and did not know that the book had not been published until he received a dispatch from the Department of Publishing, Printing and Distribution.
"We participated in writing this book. All publishing activities were handled by Ms. Van. We thought the book had been published and the school board had approved it, so we have been using the book for teaching for a long time," said Mr. D.
Notably, in 2019, Ms. Van continued to use the book "CNC Programming Techniques" to submit in the application for recognition as a grassroots emulation fighter and was recognized.
Recall all printed and circulated books
In May 2024, the Department of Information and Communications of Da Nang City worked with the University of Technical Education on this issue. After that, the University of Technical Education requested Ms. Van to report in writing about the related contents.
Ms. Nguyen Thi Hai Van has made an explanatory report, specifically: In 2018, Ms. Van sent a manuscript of a document titled "CNC Programming Techniques" by a group of authors that she was the editor-in-chief to the Construction Publishing House and was approved for publication. During the negotiation process, the Construction Publishing House sent her several sample copies, which had full publication decisions. Ms. Van is currently holding these two sample copies.
The University of Technical Education - University of Danang continues to work with Ms. Nguyen Thi Hai Van to recall all printed books "CNC Programming Techniques".
According to Ms. Van, regarding the number of printed copies of the book "CNC Programming Techniques", she does not know the specifics, she only remembers that the Construction Publishing House sent it to her and she sent a few other authors this sample print for checking and comments before agreeing to publish, otherwise it was not published for commercial purposes.
At the same time, Ms. Van did not receive Publishing Decision No. 180-2018/QD-XBXD dated October 12, 2018 and the Decision on revoking ISBN code 978-604-82-2536-0 of the Construction Publishing House for the book "CNC Programming Techniques".
Therefore, based on the explanatory report of Ms. Nguyen Thi Hai Van, based on the practical situation of the case and the provisions of the law, the University of Technical Education - University of Danang has decided to withdraw Decision No. 02/QD-DHSPKT dated January 3, 2019 on the use of the book "CNC Programming Techniques" as a reference material for teaching, research and learning; at the same time, withdraw all printed and circulated books.
