Recently, the book "CNC Programming Techniques" edited by Ms. Nguyen Thi Hai Van, lecturer at the University of Technical Education (University of Danang) was reported to have signs of violating regulations in publishing, printing and distributing activities to cheat in training, making application documents for the exam to become a lecturer and emulation work.

Specifically, the front of the book “CNC Programming Techniques” shows the author as Nguyen Thi Hai Van (editor-in-chief) and 4 other authors, published by Construction Publishing House. The last cover page of the book has the information “Print 300 copies of 19x27 cm size” along with the registration confirmation numbers for the publishing plan, ISBN (international standard code for books), and publishing decision number.

However, when looking up the name of the above book on the Construction Publishing House's website, there were no results; the book also did not have an anti-counterfeit stamp like other books published in the same period.

At the same time, on April 17, 2024, the Department of Publishing, Printing and Distribution (Ministry of Information and Communications) issued an official dispatch confirming that in 2018, the Department confirmed the registration for publication of the book "CNC Programming Techniques". However, on March 28, 2019, the Construction Publishing House issued Official Dispatch No. 80-2019/XBXD to the Department of Publishing, Printing and Distribution requesting the return of ISBN codes for publications that the unit did not organize to publish in 2018.

According to Construction Publishing House, the list includes the book “CNC Programming Techniques” by the above group of authors. At the same time, Construction Publishing House recommends that the Department take strict action against pirated and counterfeit books that affect the reputation of the Publishing House.

Although the book "CNC Programming Techniques" has not been published yet, Ms. Van used the above book to submit in her application for promotion to senior lecturer and was recognized by the Ministry of Education and Training for the promotion exam results in 2019.

In the same year 2019, Ms. Van continued to use this book in her application for recognition as a Basic Emulation Fighter and was also recognized.

Recall all printed and circulated books

In response to the above incident, the University of Technical Education requested Ms. Van to report and explain the contents related to the publication, printing and distribution of the book.

In the explanatory report, Ms. Van said: In 2018, she sent a manuscript of a document titled "CNC Programming Techniques" by a group of authors that she was the editor-in-chief to the Construction Publishing House and was approved for publication. During the negotiation process, the Construction Publishing House sent her several sample copies, which had full publication decisions; she is currently holding two of these sample copies.

According to Ms. Van, regarding the number of printed copies of the book "CNC Programming Techniques", she does not know specifically, only remembers that the Construction Publishing House sent it to her and she sent a few other authors this sample print for checking and commenting before agreeing to publish, in addition, it was not released for commercial purposes. She did not receive the decision to publish and the decision to revoke the ISBN code for the book.

The co-author of the book, Mr. NTD, a lecturer at the University of Technical Education, said he was very surprised and did not know that the book had not been published until he received a recent dispatch from the Department of Publishing, Printing and Distribution.

“We participated in writing this book. All publishing activities were handled by Ms. Van. We thought the book had been published and the school board had approved it, so we have been using the book for teaching for a long time,” said Mr. D.

Regarding this, the University of Technical Education (University of Danang) said that it has decided to revoke the decision dated January 3, 2019 of the Principal of the University of Technical Education on the use of the book "CNC Programming Techniques" as a reference material for teaching, research and learning. At the same time, all printed and circulated books will be revoked.

The school has reported to Danang University and transferred the case to the authorities for further investigation.
