Focus on implementing 3 strategic breakthroughs, especially in terms of institutions
Reporting on the results of the implementation of the socio-economic development plan for 2024; the expected socio-economic development plan for 2025, Prime Minister Pham Minh Chinh said that in 2024, implementing the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, and the National Assembly; with the motto "Discipline, responsibility, proactiveness, timeliness, accelerating creativity, sustainable efficiency", "not saying no, not saying difficult, not saying yes but not doing", "if said, do, commit, must do; if done, must be effective", "The Party has directed, the Government has agreed, the National Assembly has agreed, only discuss doing, not discuss backing down", the Government and the Prime Minister have closely followed the practical situation, focused on directing the drastic, flexible, and effective implementation of tasks and solutions.
In particular, prioritizing growth, renewing traditional growth drivers (investment, consumption, export), strongly promoting new growth drivers (digital economy, green economy, circular economy, etc.), associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy. Reviewing, assessing the situation and forecasting the results of socio-economic development in the 5 years 2021 - 2025; from there, there will be breakthrough solutions in the spirit of "any target that has not been achieved must be determined to complete; any target that has been achieved must be improved in quality and efficiency".
The Government has also focused on implementing three strategic breakthroughs, especially in terms of institutions; promoting decentralization and delegation of power; cutting administrative procedures, and eliminating the "ask - give" mechanism. According to the Prime Minister, thoroughly grasping the spirit that institutions are the resource, driving force, and goal of development, the work of building and perfecting laws has been directed resolutely with innovative thinking in thinking and working methods; reviewing and removing difficulties, obstacles, and institutional bottlenecks, and unblocking, mobilizing, and effectively using resources.
The Government held 9 sessions on legal topics; submitted to the National Assembly for approval 37 laws and resolutions; and commented on 11 draft laws. At this 8th Session, the Government submitted to the National Assembly for comments and approval 30 draft laws and resolutions, including 3 important draft laws in the fields of investment planning and finance. The Government and the Prime Minister issued 124 decrees, 15 normative decisions, and 37 directives.
The Government also focused on completion, including the form of a law amending many laws in the fields of investment, finance, etc. submitted for approval at the 8th Session according to the Conclusion of the Central Executive Committee. Accordingly, the National Assembly passed 13 laws and 23 resolutions; gave opinions on 11 draft laws, investment policies for the National Target Program on Cultural Development for the period 2025 - 2035, allowing the Land Law, Housing Law, and Real Estate Business Law to take effect early from August 1, 2024, etc.
Establish steering committees and working groups to promptly remove "bottlenecks", difficulties and problems that arise. Launch many emulation movements, including the movement "500 days and nights to complete 3,000km of expressway" and "the whole country joins hands to eliminate temporary and dilapidated houses by 2025".
At the same time, create motivation and inspiration for strong development of science and technology; promote start-ups, innovation, and digital transformation. Pay attention to and effectively implement policies for cultural and social development. Proactively prevent, combat, and overcome the consequences of natural disasters, landslides, subsidence, drought, and flooding nationwide, especially in the Mekong Delta. Consolidate and strengthen national defense and security, ensure political stability, social order and safety, prevent and combat corruption, negativity, and waste; promote foreign affairs and international integration, create a peaceful, stable, and cooperative environment for development.
In general, the socio-economic situation is more positive in the following month than the previous month, the following quarter is higher than the previous quarter, the first 9 months achieved many important results, higher than the same period in most areas. It is estimated that 14/15 targets for the whole year will be achieved and exceeded (the target of GDP per capita will be achieved if GDP growth is over 7%). Notably, the target of labor productivity growth exceeded the set plan, after 3 years of not achieving it.
Regarding the economy, the Prime Minister stated that the macro economy continues to be stable, inflation is under control, economic growth is higher than the set target, major balances are ensured (with high surplus); public debt, government debt, national foreign debt and state budget deficit are well controlled, lower than the permitted limit. GDP growth in the first 9 months reached 6.82%; the whole year is estimated to reach 6.8 - 7%, higher than the target assigned by the National Assembly (6 - 6.5%), belonging to the group of countries with high growth rates in the region and the world, highly appreciated by many large and prestigious international organizations. The average consumer price index (CPI) in the first 9 months increased by 3.88% (in the context of high salary increases from July 1, 2024).
The foreign exchange market is basically stable, the interest rate level has decreased. The state budget revenue in the first 9 months reached 85.1% of the estimate, up 17.9% over the same period, while the whole year is estimated to exempt, reduce, and extend nearly 200 trillion VND of taxes, fees, charges, and land rents. Import-export turnover in the first 9 months reached 578.5 billion USD, up 16.3%; trade surplus was nearly 20.8 billion USD (as of October 15, 2024, the total import-export turnover reached 610.5 billion USD; trade surplus was 21.24 billion USD). Energy security and food security are ensured; the labor market has recovered positively.
B guarantees wage increases but no price increases
Regarding culture, society, education and training, the Prime Minister emphasized that the cultural and social fields have achieved clearer results in terms of awareness, action and results. Many traditional cultural values and cultural heritages have been inherited, preserved and promoted; major holidays have been well organized. Social security has been ensured. Basic salary has been increased and pensions, social insurance, preferential allowances for people with meritorious services and social allowances have been adjusted from July 1, 2024, while solutions have been effectively implemented to ensure salary increases without price increases. Preferential policies for people with meritorious services to the revolution have been well implemented. Social policy credit has been promoted.
Sustainable poverty reduction solutions and policies have been effectively implemented in the spirit of "leaving no one behind"; the poverty rate decreased by 1%, to 1.93%; the happiness index increased by 11 places, ranking 54/143. Social housing construction has achieved positive results; in a short time, over 6 trillion VND has been mobilized for the movement to eliminate temporary and dilapidated houses. The Government has provided over 432 tons of rice, provided emergency support of 430 billion VND to localities and is reviewing the total damage to continue providing support; the Vietnam Fatherland Front has mobilized and received over 2.15 trillion VND to support people affected by storm No. 3. In the most difficult, arduous and challenging times, the spirit of great solidarity, "mutual love and affection", "national love and compatriotism" shines even more strongly.
Disaster prevention and control work has been focused on. In particular, in the face of the complicated developments of storm No. 3 hitting our country, the strongest in the past 70 years, the leaders of the Party, State, Government, and Prime Minister have directed to closely monitor the situation, respond early, from afar with many new, flexible, creative, timely ways, prevent at the highest level, prepare plans for all situations; handle emergency situations regarding dikes, reservoirs, and dams with courage, scientifically, and effectively; thereby contributing to minimizing damage to people and property. Timely encouragement and visits; directing the overcoming of consequences, quickly restoring infrastructure, essential services, and economic and social activities, so that no one goes hungry, cold, or homeless, students can go to school early, and the sick are treated.
In the midst of difficulties and challenges, the spirit of great national unity is promoted; the frontline forces, especially the army and police, are always the vanguard, taking the lead, not afraid of hardships and sacrifices to rescue, save and provide relief to people, leaving impressive images and deep feelings in the hearts of the people.
Turn difficulties and challenges into breakthrough opportunities
Regarding tasks and solutions for the last months of the year, the Prime Minister requested all levels, sectors and localities, based on their functions and powers, to continue to focus on synchronously and effectively implementing tasks and solutions in all fields. In particular, continuing to make efforts to overcome the consequences of natural disasters, especially storm No. 3; stepping up prevention and control of landslides, subsidence, drought, saltwater intrusion... Proactively and actively mobilizing maximum resources to immediately implement support policies, including ensuring that people do not lack food, clothing or shelter; students must go to school, the sick must be treated; supporting seeds and seedlings, restoring and developing agricultural, forestry and fishery production; creating conditions for business households and enterprises to quickly restore the supply chain and promote socio-economic development, creating jobs and stable livelihoods for the people.
The Prime Minister emphasized that 2025 is of special importance with many major anniversaries of the country and is the year of holding Party Congresses at all levels, leading up to the 14th National Party Congress in the era of national development. The world and regional situation is forecast to continue to be complicated and unpredictable; difficulties, challenges and opportunities, advantages intertwine but difficulties and challenges are greater.
The Prime Minister stated that we are facing a very important moment to make a breakthrough in implementing the goals of the 2024, 2025 and the entire 2021-2025 period. There are still many difficulties and challenges ahead, but none can hinder the determination and strength of great unity of the entire nation. Each challenge is an opportunity for us to grow, affirming the strength and mettle of the Vietnamese people.
"Under the leadership of the Party and the supervision of the National Assembly, the Government focuses on directing ministries, branches and localities to promote the strength of solidarity, the spirit of innovation, creativity, daring to think, daring to do, the will to be self-reliant and self-reliant and the desire to rise up, turning all difficulties and challenges into opportunities for breakthroughs, with high determination, great efforts and drastic actions to successfully complete the set goals, compete to achieve achievements to welcome Party Congresses at all levels towards the 14th National Congress of the Party, bringing our country confidently and firmly into a new era, an era of national growth, affirming the country's position in the international arena" - the Prime Minister emphasized.
Strengthening the prevention and fight against corruption, negativity and waste
In the Government's report, it is stated that in 9 months, the authorities have carried out over 5.6 thousand administrative inspections and nearly 74.2 thousand specialized inspections and checks. Economic violations of 106,672 billion VND and 296 hectares of land were detected; administrative sanctions were proposed for 1,398 groups and 5,502 individuals; 154 cases and 125 subjects were transferred to the investigation agency. 845 billion VND and 18 hectares of land were recovered; 1,366 organizations and 5,250 individuals were administratively handled; 88 cases and 115 subjects were transferred to the investigation agency; 21 cases and 26 subjects were prosecuted.
Among the main tasks and solutions for 2025, Prime Minister Pham Minh Chinh said that the Government will step up the fight against corruption, negativity and waste. The focus is on perfecting the institutions on controlling power, preventing and fighting corruption and negativity; on protecting those fighting against corruption and negativity; on controlling assets and incomes of people with positions and powers; on handling evidence and assets temporarily seized, seized, or frozen during the investigation, prosecution, and trial of cases and incidents; on non-cash payments...
At the same time, build a clean, honest, active Government serving the People; increase publicity, transparency, accountability; effectively control assets and income. Strengthen inspection and examination, focusing on areas prone to corruption and negativity; do not criminalize civil, administrative, and economic relations.
